The MEAL/PQ team will be accountable for ensuring that project design, management, monitoring, review, evaluation and reporting processes meet Oxfam Minimum Standards for programming and CAMSA guidelines. The team will include monitoring, evaluation, accountability, learning and ensure compliance with all external and internal (to Oxfam) quality and contractual obligations of Oxfam in Ethiopia may have. PQ/MEAL will occasionally constitute an Internal Audit Team to assess and rate country compliance with internal standards, systems and procedures.
Job Purpose
The purpose of the Senior MEAL Officer is to provide technical support for Oxfam and partners MEAL and program team on Monitoring, Evaluation, Accountability and Learning (MEAL) and related research activities for long term development and humanitarian response programs in Ethiopia. He is responsible for development and implementation of monitoring, evaluation, accountability and learning (MEAL) tools and systems for a project – “Promoting market-based production system for smallholder farmers in SNNPRS through strengthening FTCs and creating appropriate input – output linkages”. This includes conducting, managing and documenting key discrete MEAL milestones, events and processes, MEAL internal and external reporting, and knowledge management between project team and partner affiliates to ensure Oxfam benefits from applied programme learning. He is also responsible in leading/conducting different surveys, assessments, evaluations, post distribution monitoring for different programs/projects in both long term development and humanitarian response programs. He will also support the Program Quality and Learning Manager on the development and implementation of different MEAL tools and systems for Oxfam country programs.

KEY RESPONSBILITIES
- Programme Planning, MEAL System Development and Implementation
- Support the Program Quality and Learning Manager on the design and implementation of robust MEAL/PQ systems for both long-term development and humanitarian response programs, including MEAL Framework (log frame/results framework, IPTT, MEAL plan and DIP) and MEAL tools development, MEAL strategy and CAMSA roll out
- Manage the data collection for key programme deliverables to demonstrate qualitative and quantitative changes overtime in collaboration with the field MEAL and programme team. This will include collection of primary data collection as well as secondary sources.
- Oversee and support MEAL and project staff in timely implementation of monitoring framework, and tools, to ensure quality and consistent information is available on program performance and impact.
- Oversee quality assurance of all field data collection exercises, data management, and analysis
- Contribute in timely and quality reporting on Oxfam projects in all covered locations of the response, demonstrating accountability and learning.
- Assist project teams in the development of theory of change and logic models for new proposals
- Ensure that new projects have MEAL plans with adequate financial coverage
- Capacity Building for Oxfam and Partners Staff
- Assist the partners/consortium members in the design of their MEAL system. Organize relevant training and other capacity building events for partners to carry out proper MEAL activities.
- Support the programme team to identify MEAL priorities on Oxfam’s directly implemented projects, and those projects implemented through partners.

- Provide technical guidance to project teams including partners with planning on the design and implementation of baseline/midline and other data requirements to support programme analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), as well reporting of programme progress.
- Undertake periodic monitoring and technical support visits to programme areas to assess progress against agreed MEAL system and recommend corrective actions as appropriate.
- Ensure effective common understanding between Oxfam and partners on MEAL objectives and frameworks and organize orientation/workshops/training.
- Assist project leads/responsible persons and partners in identifying relevant areas on partner MEAL systems that need strengthening and aligning to the requirements of the individual programme and overall Oxfam MEAL objectives and requirements.
- Work closely with programme focal points and partners to ensure appropriate feedback mechanisms are incorporated into project teams’ and partners’ projects.
- Ensure the integration of ICT in MEAL functions like Mobenzi, LMMS, etc
- Accountability
- Develop and continuously update accountability strategy and lead on establishment of a feedback and compliant mechanisms in line with Oxfan standards.
- Oversee and ensure quality assurance of feedback and compliant mechanisms.
- Ensure the implementation of strong accountability and community feedback mechanisms at country and field office levels.
- Strengthen upward (including donor) and downward accountability (to beneficiary, and other stakeholders) within the programme
- Share accountably findings wit programme teams and senior management
- Learning and Knowledge Management
- Together with Program Quality and Learning Manager and field MEAL/PQ team, facilitate annual review and reflection sessions, as specified in the MEAL framework/ system and Oxfam accountability dimensions.
- Contribute to project learning by preparing, analysing and disseminating data, lessons learnt, good practices, statistical, qualitative and anecdotal project’s evidences.
- Support the programme team on the design, planning and conduct of key impact assessment exercises on programmatic, thematic, geographic or crosscutting activities
- Conduct key thematic learning activities and processes for staff and partners
- Analyse documentation and reporting of program data, lessons learnt, and best pratices for internal and external sharing.
- Coordinate and produce key learning documents.
- Organize reviews and learning events.
- Reporting, Sharing and Communications
- Support the programme team in the consolidation of periodic quality reports to internal and external purposes.
- Work closely with the Communication and Media team to collect positive impact stories and photos from projects and prepare them to be used for shared learning.
- Facilitate the collection and documentation of best practices and lessons learned across the project that will serve for scaling up of project’s good practices.
- Review and comment on reports coming from partners/ consortium members and communicate issues that need to be corrected for smooth implementation of the project. Facilitate quarterly joint review meetings to discuss on project progress, challenges and the way forwards.
- Be accountable for accurate reporting of project achievement as per donor requirements and apply MEAL framework and gender sensitive indicators to measure results.

Skills, Experiences and Knowledge
Essential
- At least 5 years of experience and demonstrable skills in designing and implementing MEAL systems for economic empowerment.
- Degree in Economics, Statistics, Social Science or relevant discipline
- Good understanding of the country’s context and policies on: youth employment, SRH, gender and climate change
- Strong analytical skills
- Good critical thinking and clear understanding about the Motoring Framework, tools and indicator setting
- Evidence-based monitoring and evaluation frameworks and programmes, with emphasis on participatory and partnership-based MEAL approaches
- Strong knowledge of ICT applications and development – especially spreadsheets, database, and familiarity with associated web-based platforms and mobile applications.
- Familiarity with project cycle management, monitoring and evaluation
- Experience in the organization, conduct and management of various capacity-building/skills transfer events and process
- Fluency in Arabic and English, both written and spoken
- Good report-writing skills
- Organised and able to manage own time under guidance and direction from line-manager
