Summary of position:
Under the direction of the Migration Program Manager and in close cooperation with a variety of external partners and stakeholders (including the Global Refugee Sponsorship Initiative partners, German government and civil society organizations), the Senior Migration Liaison Officer provides high-level counselling and advocacy, establishes and maintains networks, attends meetings, conducts workshops and other types of liaison and advocacy work with the aim of supporting the German community sponsorship pilot project for refugee resettlement. In addition, the incumbent performs research on migration issues in Germany and Canada, writes memos, reports, briefing notes and similar products, contributing to Canada’s migration diplomacy and engagement efforts in Germany.

 

Essential qualifications:
Essential Qualifications
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:

• Bachelor’s degree or equivalent from an accredited college or university

Language:

• Fluent in English and German (C1 minimum)

Experience:

• Experience in multi-stakeholder (government and civil society) projects and programs in the field of migration and refugees;
AND
• Experience in applied research and policy recommendations
AND
• Experience organizing and delivering workshops

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

• Languages: Fluent in English and German (C1 minimum)
• Knowledge of refugee sponsorship and resettlement rules in the Canadian, German, and international contexts;
• Knowledge of refugee integration issues in Germany
• Knowledge and understanding of crowdfunding

Abilities/Competencies:

• Building and maintaining high-level networks;
• Organizing and delivering workshops; networking and alliance building;
• Excellent oral and written communication skills

 

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Knowledge of French
• Previous experience working for German government or civil society organizations

Operational Requirements:
• The willingness and ability to work overtime and/or to travel according to operational needs.

 

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
