Proposal Objective:
Social Impact is putting together a proposal for the upcoming Eastern and Southern Caribbean (ESC) Monitoring, Evaluation, and Learning Services Activity (MELSA) opportunity. This project will provide the USAID Mission in the Eastern and Southern Caribbean (USAID/ESC) with technical and advisory services in monitoring, evaluation, learning, and reporting of results during the implementation of its 2021-2025 Regional Development Cooperation Strategy (RDCS).
Position Description:
SI is seeking a full time Senior Monitoring, Evaluation and Learning (MEL) Specialist for the upcoming MELSA project. This full-time position, based in Bridgetown, Barbados, will report to the Chief of Party (COP) and will be responsible for integrating MEL services across the project.

Responsibilities:
- In coordination with the COP, lead and manage MELSA activities, including technical assistance and technical direction.
- Provide technical and management expertise in evaluation/assessment design and implementation, including data collection and designing surveys, throughout the duration of the evaluation.
- Provide technical management of monitoring activities to ensure compliance with USAID regulations and document program impact, performance, and achievement of results.
- Oversee internal and Mission data quality assessments to ensure the quality of reported data and maintain well-organized archives for MELSA.
- Ensure that short-term technical experts recruited under this contract are of a high caliber and possess the required technical expertise.
- Supervise technical staff and provide clear direction across the project team.
- Serve as Acting COP as needed.
Qualifications:
- Master’s degree in the field of evaluation, international development, or a related technical field.
- Minimum of eight years of experience leading MEL activities on an international development project, including at least three years’ experience with USAID or USAID-funded tasks.
- Prior experience supervising long-term field staff and short-term experts of diverse backgrounds who have MEL skills.
- Breadth of applicable knowledge in monitoring and evaluation design and methods, including data quality assessments, reporting, and performance management.
- Excellent knowledge and understanding of USAID’s ADS 201 and associated policies and guidance, such as the Evaluation Policy and the CLA framework.
- Proven supervisory and team building experience, and excellent project management experience.
- Experience in the Caribbean highly desirable.
- Exceptional proficiency in written and spoken English.
