The UN Resident Coordinator office aim to achieve a better focus and enhance the impact of the UN activities in Kuwait. The Resident Coordinator Office (RCO) provides the strategic directions to the Country Office (CO). The RCO interacts with many interlocutors in Kuwait, and the RC’s Office forge partnerships with the Government of Kuwait, represented through the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), the line ministries and policy makers, all agencies within the UN System, donors, NGOs, Private Sector and Civil Society.
The United Nations Country Team (UNCT) includes 11 Resident UN organizations and 8 Non- Resident who are currently preparing a multi-year framework, the United Nations Strategic Cooperation Framework (UNSCF 2020-2026). The UN Resident Coordinator, as the designated representative of the UN Secretary-General, leads the UN System in Kuwait in its developmental work. The Office of the UN Resident Coordinator (RC Office) serves as the Secretariat to the UN System and, as such, supports UN inter-agency processes.
This position is located in the Office of the United Nations Resident Coordinator (UNRC), Kuwait. The incumbent will report to the UN Resident Coordinator, and to the UN High Commissioner for Human Rights through the Regional Director of Arab States Branch (OHCHR) located in Beirut, Lebanon. |

Duties and Responsibilities |

|
Under the direct supervision of the UN Resident Coordinator (UNRC), the functional support and guidance of the OHCHR, and coordination with United Nations Development Programme (UNDP), the Senior National Human Rights Adviser (HRA), will be responsible for the following duties:
– Supports the UNRC and the United Nations Country Team (UNCT) in integrating human rights into their programmes and activities, in particular the United Nations Development Strategic Cooperation Framework (UNSCF) and other key strategic planning tools, including by building UNCT capacities to apply a human rights-based approach to their programmes and activities, conducting situational assessments and a mapping of UNCT capacities and needs, facilitating country level coordination and acting as a resource person in programme activities implemented by the UNCT;
– Supports the UNRC and UNCT and national partners in their engagement with international human rights mechanisms such as the Universal Periodic Review (UPR), Treaty Bodies and Special Procedures of the Human Rights Council, as well as those under relevant international instruments of specialized agencies, including by supporting the UNCT contribution to the Committee on the Rights of the Child (CRC), Committee on Economic, Social and Cultural Rights (CESCR) reports; Special Rapporteur on the human rights of migrants
– Support the UNRC and the UNCT with the dissemination and sharing of information, coordinating or facilitating the UNCT’s contributions and programmatic follow up to the recommendations of these bodies, and helping the UNCT to provide timely and effective support to relevant country missions of Special Procedures mandate holders and other UN mechanisms;
– Advises the UNRC and the UNCT in facilitating consultations with non-profit, and private entities on the incorporation of their contributions to the Universal Periodic Review (UPR) and other relevant international instruments, particularly the Committee on the Rights of the Child (CRC), Committee on Economic, Social and Cultural Rights (CESCR) reports and any required reviews, special rapporteurs visits or reports;
– Advises the UNRC and the UNCT in developing strategies and programmes to build and strengthen national capacities and institutions for the promotion and protection of human rights, based on assessment of national context, capacities and priorities and facilitate access to specific human rights expertise, including by drawing from human rights resources and tools available;
– Supports the UNRC and the UNCT in promoting human rights as a common UN value and upholding international norms and standards through advocacy and awareness-raising; – Where applicable, advises on integrating human rights in the humanitarian support and peace building efforts of the country;
– Prepares a monthly policy update to UN RC on key engagements of Kuwait in peace- building, conflict resolution and stabilization initiatives, including major engagements of Kuwait in conferences and relevant international events;
– Support the establishment of a country Children’s Family Support mechanism in collaboration with local institutions; and national human rights institution
– Upon request, and under the direct supervision and guidance of the UNRC, provides advice, training and technical assistance to the Government and other national stakeholders with a view to further catalyzing coordinated UN responses in order to strengthen national capacity for the promotion and protection of human rights, including follow up to recommendations from the human rights mechanisms;
– Performs other related duties as required.

4. Scope of Price Proposal and Schedule of Payments
Lump Sum Fixed daily rate at the established SB for service contracts.
The financial proposal submitted shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments orupon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the servicesspecified in the TOR. The financial proposal will
include a breakdown of this lump sum amount (including the number of anticipated working days).
Travel: no travels envisaged under this assignment.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging, and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel andwill be reimbursed.
5. EVALUATION
The cumulative analysis for the evaluation will follow the weights presented below Total score=TechnicalScore + Financial Score. Technical Criteria weight – 70%, 700 scores maximum Financial Criteria weight – 30%. 300 scores maximum
The selection of the candidates will be done in 3 stages:
1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria(minimum qualification requirements) as set in the TOR to determine whether they are compliant/non-compliant.
2nd stage: Evaluation of technical proposals Short-listed candidates will be evaluated based on the following criteria. Only candidates obtaining aminimum of 490 points (70%) at the Technical Evaluation would be considered for the Financial Evaluation.
3rd stage: Financial evaluation The cumulative analysis will be used based on the following methodology: All the offers of individualconsultants who scored 490 (70% from 700) and more points during the desk review are acceptable for financialevaluation. The lowest financial qualified proposal receives 300 points and all the other technically qualifiedproposals receive points in inverse proportion per the formula:

Academic Qualification: Advanced university degree (Master’s degree or equivalent), preferably in law, political science, international relations or another related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Experience: • Advanced university degree (Master’s degree or equivalent), preferably in law, political science, international relations or another related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. • At least fifteen (15) years of progressively responsible experience at the national (government or private institutions) and international levels in the field of human rights, with development and/or humanitarian experience is desirable. Human rights experience in Kuwait is required. Previous working experience with UN organization will be an asset.
Languages:
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic is required. Demonstrated writing skills and ability to produce high quality reports in English and Arabic; |
