GENERAL DESCRIPTION
The objective of this position is to provide the USAID Emerging Threats Division (ETD) headquarters team with senior-level technical and programmatic guidance and expertise on public health preparedness and response activities as they relate to infectious disease threats and the Global Health Security Agenda (GHSA), including Bureau for Global Health and Agency outbreak response; One Health, multi-sectoral coordination; whole-of-society and community-level preparedness; and external relations in these areas. The Senior Public Health Advisor will also be responsible for providing technical support to the Bureau for Humanitarian Assistance and for providing technical support to other relevant global activities. Successful completion of this objective will require working with a wide range of USAID staff, other US Government partners, including US CDC, international organizations, non-governmental organizations (NGOs), civil society organizations, and other implementing partners .

The Senior Public Health Advisor will report to the ETD Division Chief and will liaise with USAID Missions, the Bureau for Humanitarian Assistance (BHA), and other relevant Agency/interagency offices.

* Provide senior-level strategic guidance and expertise, including assisting with the preparation and/or review of strategies and plans for public health preparedness and response to infectious disease threats.
* Provide leadership, technical, and operational support for GH outbreak preparedness and response activities, including establishing and leading coordination structures, developing communication strategies, identifying USAID equities and coordinating with USG and external partners.
* Lead coordination of GH and BHA preparedness and response activities on behalf of GH/ID/ETD. Serve as the GH/ID/ETD lead to provide technical and programmatic support to BHA, including on infectious disease and pandemic preparedness, program development and implementation, and working groups.
* Provide technical guidance to ensure that relevant preparedness and response programs and initiatives in GH, as well as regional bureaus, and USAID Missions, are consistent with current practice, international standards and recommendations.
* Serve as subject matter expert to USAID and its partners on outbreak response and preparedness.
* Assess current literature, reports, USG strategies, and international guidelines and standards, and provide recommendations to USAID and its partners.
* Provide technical updates, draft and review briefers, memos, and other documents for USAID leadership and USG partners; draft and review documents such as annual reports and country plans.
* Liaise with wide range of USAID staff, USG partners including US CDC, international organizations including WHO, FAO, and the IFRC, and other relevant partners and organizations.
* Contribute public health expertise and participate in working groups and task forces.
* As needed, review and synthesize information about USAID programs, to identify operational priorities and make recommendations.
* As needed, provide technical and programmatic guidance to GH A/CORs in their management of relevant activities including reviewing and providing recommendations on work plans, budgets, reports and other deliverables, supporting site visits, and serving on technical advisory groups.
* Other duties as assigned.

* Master’s degree and 9+ years’ relevant experience or equivalent combination of education and experience.
* Minimum 9 years of program management and technical assistance experience in areas such as infectious diseases, outbreak preparedness and response, emerging pandemic threats, OneHealth, global health security, or related fields.
* Demonstrated professional experience working in emergency preparedness and disaster relief, ideally in the context of health emergencies.
* Expertise in preparedness and response to zoonotic disease outbreaks, including pandemic influenza.
* Experience working with health programs focused in developing countries.
* Ability to coordinate among various internal and external stakeholders and ability to work under pressure and in teams.
* Familiarity with United States Government policies and procedures. Knowledge of USAID Global Health programming preferred.
* Excellent communication skills, both verbal and written, and ability to thrive in a fast-paced, team-oriented environment.
* Ability to travel up to 25%
* Required proficiency in Microsoft Office
