Project Summary:

“Afghanistan’s Measure for Accountability and Transparency” project (AMANAT) is a USAID activity focused on supporting Afghan government and non-government institutions reduce and prevent corruption in the delivery of public services. The project works closely with local counterpart agencies to identify public services that are particularly vulnerable to corruption, develops mitigation strategies, implements those initiatives, and monitors their impact. Examples of AMANAT’s reforms include administrative streamlining, improved internal controls, e-governance applications, more open data, and strengthening complaint handling systems in government agencies. The project also promotes better communication of these reforms to generate more public trust in government. In addition, civil society, business and the media play major roles in AMANAT by conducting robust monitoring and oversight of these institutional reforms and their impacts.

Position Summary:

The Senior Public Sector Advisor is an anticipated position responsible for advising the project team and managing project activities with several Afghan public sector entities related to anti-corruption reforms. The portfolio of agencies this Advisor will work with include the Access to Information Commission, complaints handling systems with the Ministry of Public Health, internal audit capacity building in 5 ministries, and support to Health and School Shuras in the provinces, among others. This is an anticipated full time position located in AMANAT’s Kabul office.

Responsibilities:

  • Work closely with Afghan staff and government institutions to manage ongoing activities to reduce corruption within the public sector
  • Provide guidance and training to government institutions in support of implementing their anticorruption action plans and reforms
  • Manage internal audit teams that are embedded in different ministries to enhance assessments and institute controls that will improve accountability
  • Manage improvements to complaints handling mechanisms used by government entities
  • Manage work in support of the Access to Information Commission
  • Coordinate with other anticorruption-related programs supported by USAID and other donors in Afghanistan
  • Work with AMANAT M&E Manager to develop an approach to monitor progress in implementation of reforms
  • Support development of key project deliverables and reports

Minimum Qualifications:

  • A Master’s degree in management, business, international development or a related field of study is preferred
  • A minimum of five years of working on anti-corruption development efforts, including designing activities and understanding international best practices, preferably with experience working in challenging security environments
  • Demonstrated experience in institutional capacity development and in working effectively with a broad range of counterparts, including high-level government officials, on corruption issues
  • Strong communication skills
  • Strong written and verbal English skillsrequired
  • Dari/Pashto written, and verbal skills preferred
