Chemonics seeks a senior recruiter to support the recruitment department within the Human Resources Division. The senior recruiter is responsible for promoting an enabling environment that proactively attracts, hires, and retains qualified candidates for the organization. The senior recruiter helps to develop and follows recruitment processes to actively attract diverse candidates and enhance the company’s competitive advantage in the global marketplace. This includes partnering with support and business units to understand business drivers and build pipelines of diverse talent specific to the forward market and organizational goals, understanding and translating employment law as it pertains to recruiting and hiring staff, and adhering to best in class and compliant recruitment procedures. The senior recruiter will also be tasked with project management responsibilities and to collaborate with others throughout the Human Resources team to forecast hiring needs, work closely with the outreach and D&I teams to build diverse candidate pipelines, work to enhance and improve recruitment processes to ensure efficiency, partner with the Compensation and Benefits teams employment offers are competitive, in addition to managing day-to-day home office recruitment activities. Responsibilities include:

Recruitment Lifecycle and Sourcing

  • Proactively attract, screen and vet candidates, serving as subject matter expert and point of contact for assigned open positions; source passive candidates and develop strategies for effective sourcing

  • Oversee the creation and management of job requisitions in applicant tracking system; perform full lifecycle recruitment to fill positions within portfolio

  • Establish a strong rapport with hiring managers to understand their strategic staffing needs, priorities, constraints and fill vacancies in a timely manner; Participate in strategy sessions and apply knowledge gained to all aspects of the recruitment efforts for staffing needs

  • Use professional networks, current knowledge of recruiting best practices to create and implement a diverse candidate sourcing strategies

  • Collaborate with compensation team to determine salary recommendations; facilitate salary negotiations, serving as subject matter expert and point of contact for best practices

  • Proactively build a diverse candidate talent pipeline and network of potential candidates by identifying, screening, interviewing and assessing candidates for future business needs

  • Maintain and expand technical knowledge in human resources and recruitment disciplines, in addition to international development by attending workshops, reviewing professional publications, establishing personal networks and participating in professional societies

Training and Representation

  • Develops and delivers training to staff on recruitment best practices

  • Works closely with hiring managers to train and ensure all hiring practices are in compliance with all applicable employment laws and best practices

  • Keeps up to date and trains staff on recruiting trends, including building the capacity of recruitment staff and other staff involved in the recruitment process around the globe.

  • Works closely with D&I team and outreach teams to implement best in class trainings in how to class attract and hire diverse candidates

  • Serve as “the face of Chemonics” during interviews, meetings and external industry events

  • Support candidate outreach to targeted job fairs, information sessions and informational interviews

  • Assist with development and management of relevant recruitment job ads, marketing and branding

Process Improvement

  • Ensure customization and standardization of best recruitment practices across business units and implements continued improvement efforts

  • Contribute to or initiate ways to strengthen recruitment processes in collaboration with the team to develop and implement enhanced tools and processes

  • May provide coaching, mentoring, and facilitating professional growth opportunities for others conducting recruiting activities throughout the Company

  • Perform other duties and responsibilities as required by supervisor

Qualifications:

  • Minimum 5 years of recruitment or technically relevant experience required

  • Minimum 2 years of experience recruiting for international development projects and/or proposals preferred

  • Bachelor’s degree or equivalent work experience required

  • Experience working with Applicant Tracking Systems (ATS), Taleo strongly preferred.

  • Project management experience preferred

  • Supervisory experience strongly preferred

  • Knowledge of and experience using MS Office applications, ADP, SmartSheet, PowerBI and other technology strongly preferred

  • Knowledge of company’s clients and its operations preferred

  • Experience living or working in developing countries a plus

  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses and effective meetings

  • Ability to work both independently with little guidance and as part of a team when collaboration is required

  • Demonstrated leadership, versatility, and integrity

  • Fluency in Spanish, French or Arabic desired
