Senior Technical Adviser (Pathways COVID – 19) – Nationals Only

The Role

The Senior Technical Adviser (STA) for Education will work for the SCP – Pathways projects and will primary support the teacher professional development (TPD) and curriculum enhancement requirements of the Ministry of Basic Higher, Higher and Technical Education (MBHTE). STA for Education will directly work with the various Technical Working Groups or Core Groups of MBHTE and Pathways to provide technical assistance and facilitate outputs related to TPD and curriculum enhancement. STA for Education will review the TPD alignment to the contextualization of the core and essential competencies for literacy and numeracy competencies including scope and sequence for the knowledge, skills, and attitudes of teachers that are anchored on the most essential learning competencies defined by DepEd and adapted by MBHTE.

The STA for Education supports the development of the coaching program that will be aligned with the Continuous Professional Development initiatives and directions in BARMM. This means exploring the Department of Education’s Philippine Professional Standards for Teachers (PPST) and other related tools, as a competency framework in measuring teacher improvement. He/she will provide technical support to staff and partners on education, and will provide technical support to the MBHTE in strengthening their organizational capacity in delivering continued professional development of teachers. STA for Education ensures that advocacy and campaign messages are sustained by the enactment of relevant policies. STA for Education will also ensure that SCP’s education advocacy and agenda is visible and linked to SCP’s work with the Bangsamoro Transition Authority. STA for Education also supports the awareness and capacity building of armed state and non-state actors to practice non-violent and peacebuilding approaches that will protect the child and their families anchored on the rights of the child.

The STA for Education ensures close coordination and alignment with the MBHTE’s roadmap and plans. This includes collaboration with the appropriate offices. Moreover, the STA for Education works closely with other education stakeholders at the BARMM level that is aligned to the Country Strategic Goal. The STA for Education is also responsible for ensuring that Save the Children’s advocacies and perspectives are represented in inter-agency meetings and forums at the BARMM level.

QUALIFICATIONS

Essential

  • At least seven (7) years of experience in implementing and managing education programs;
  • Has experience and proven skills on professional development of educators, and technical review and development of curricula;
  • Has extensive experience working with the BARMM (or previously ARMM) government and/or in the BARMM context/areas;
  • Master’s degree in Education, Community Development, Social Work or Social Sciences or equivalent experience;
  • Familiarity and experience with globally-accepted standards and practices on education;
  • Has proven skills in project management and working in emergency response / EiE context;
  • Proven ability to develop concept papers, project proposals, and research papers;
  • Can deal with various levels of education stakeholders – from decision-makers to field level practitioners;
  • Has proven skills in program development and design, training design and delivery, monitoring and evaluation, community facilitation processes, and networking and influencing;
  • Excellent oral and written communication skills; Able to articulate ideas and concepts clearly verbally and in writing; Interacting in culturally and politically sensitive situations;
  • Computer literate and adept in the use of MS Office software (Word, Excel, PowerPoint);
  • Highly organized, with good attention to detail and developed ability to prioritize multiple tasks to meet tight deadlines and organize work;
  • Can work well in highly stressful situations; able to manage multiple competing tasks, prioritize deliverables and meet reasonable deadlines;
  • A team player, willing to work long hours toward the attainment of program objectives and deliverables; and,
  • Understands and believes in Save the Children’s mission and vision; commits to its objectives and willing to adopt Save the Children’s methodology and framework.

Contract length: Fixed Term position until August 2021 based in Illigan City
