Short-term consultancy: Assistant to Blue Resilience project manager

Background

The UNDP Blue Resilience Project is funded by the Norwegian Ministry of Foreign Affairs via the Norwegian Ministry of Trade, Industry and Fisheries as host to the Blue Justice Secretariat. Blue Resilience is in support of the Norwegian government’s Blue Justice Initiative which operationalises the International Declaration against Transnational Organized Crime in the Global Fishing Industry (Copenhagen Declaration) in selected developing countries. The Copenhagen Declaration maps out a goal-oriented political plan to address transnational organized crime in the fisheries sector globally towards achievement of the UN SDGs, with particular emphasis on cooperative law enforcement towards this end. The objective of Blue Resilience is to strengthen capacity for institutional cooperation towards effective governance responses to addressing organized crime in the fisheries sector. The project is research-based towards designing and delivering a sustainable learning package on improved institutional cooperation to enhance enforcement efforts against organized crime in fisheries in the target countries.

The Blue Justice project is hosted by the UNDP Nordic Representation office (NRO). It is a highly visible governance project funded by a key donor country and has direct links to NRO’s work on core resource mobilisation. 

In this context, UNDP’s NRO is looking for a Project Assistant to support the Blue Resilience Project. The Project Assistant will report directly to the Project Manager.

Note: This is a short-term consultancy of 4 months.

Duties and Responsibilities

 

Scope of work

Broadly, the assistant is expected to provide administrative and substantive assistance to the Blue Resilience project manager as needed.

Specific duties and responsibility include:

  1. Provide assistance and support to the project manager, in consultation with the project’s governance expert, to
    1. Research and develop a learning package to fight organized crime in the fisheries sector, based on previous project research on governance bottlenecks.
    2. Organize, facilitate and document expert workshops/consultations as part of developing the learning package
    3. Draft content of different modules of the learning package, drawing on gathered expert inputs (e.g. case studies, guiding questions etc)
  2. Provide administrative assistance to project manager on all other project tasks and activities as needed.

Competencies

Functional competencies

  • Previous work experience with/within the UN, preferably with UNDP
  • Proven ability to support research in the area of governance pertaining to organized crime in the fisheries sector
  • Demonstrated ability to interact with experts from varying jurisdictions in the field of organized crime in the fisheries sector
  • Previous engagement with systems thinking
  • Excellent written and verbal communication skills in English
  • Demonstrated ability to meet deadlines

Required Skills and Experience

 

Education

  • A postgraduate university degree in international law, criminal law, international relations or related field.

 

Experience

  • A minimum of 3 years experience in research in the field of law, international relations, development or a related field.

Language skills:

  • Fluency in written and spoken English
