The 2008 Constitution and the 2015 National Ceasefire Agreement marked the beginning of the decentralization process in Myanmar and the 2015 Myanmar general election has paved the way for Myanmar’s first civilian government. As the democratic transition in Myanmar progresses, pressures on government at all levels to effectively address the needs of the population, in line with the Sustainable Development Goals and Myanmar’s Sustainable Development Plan (MSDP)have become greater. At subnational level, the state/region governments are responsible for formulating development visions and five-year strategic plans as well as annual development plans. The annual plans are based on the annual townships plan prepared between August and October and submitted to the state/region early November. The loosely connected township departments (hereunder, the township administration) are the very starting points in Myanmar’s system for formulating annual development plans and providing public services. Enhancing capacities of the state/region governments and the township administrations to develop annual plans in an inclusive and participatory manner and to deliver public services is a crucial step towards Myanmar’s democratic transition and decentralization process, and furthermore its achievement of the SDGs and MSDP.
UNDP, throught it Township Democratic Local Governance Project (TDLG), has worked closely with the Bago Region government and the Mon State Government to strengthen sub-national capacities in participatory planning and inclusive local governance. Since 2016, UNDP has provided technical trainings primarily targeting the Township Planning and Implementation Committees (TPICs), Ward/Village-Tract Administrators (W/VTAs), Hluttaw members and civil society representatives to formulate annual township plans in line with the provisions of the Grant Manual and the principles of inclusion and leave no one behind, policy coherence, use of data among others1. In 2020, UNDP’s TDLG project and The Asia Foundation are implementing a pilot project in Kyaikhto Township of Mon State on GIS mapping to generate accurate and reliable data for more effective planning and targeting of assistance to the most vulnerable community groups, including women, youth and persons with disabilities. To support implementation of pilot project and ensure GIS mapping tools are duly used and maintained, UNDP will engage a local consultant to provide back-up IT support to General Administration Department, Planning Department, Development Affairs Organization, Health Department, Police Department and other respective Departments of Kyaikhto Township. Under the overall guidance of the Project Manager and direct supervision of the Senior Technical and Management Specialist in Mon State and close coordination with the Township Governance Officer, the IT Consultant will be responsible for providing back-up IT related support in Kyaikhto township. |
