Short-term program assessment specialist | Turkey | 2021

Chemonics seeks a short-term program assessment specialist. The program assessment specialist will conduct a limited internal impact assessment of the activity to assess the impact of WHAP’s (White Helmets Assistance Program) support, collect public feedback, and compile best practices for future programming in northwest Syria. The assessment will summarize the findings of public perception and analyze the impact of the activity. The final report will be submitted to the WHAP Chief of Party no later than August 31, 2021.

WHAP is a one-year project financed by USAID/Bureau for Humanitarian Assistance (BHA) and implemented by Chemonics International. The purpose of WHAP is to sustain the Syria Civil Defense’s (SCD; also known as the White Helmets) emergency medical services, including stipends and salaries, transportation, medical commodity procurement and supply chain management, and other capacity building and technical assistance for the SCD.

The program assessment specialist will be contracted for a short-term assignment of up to 40 days. The specialist will be selected and onboarded by July 2021, and the assessment will take place in the final two months of the activities in July-August 2021. The program assessment specialist will ideally travel to Istanbul, Turkey to begin the assessment in early July. However, LOE may be remote if international travel is not feasible. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Review WHAP Monitoring, Evaluation, and Learning (MEL) deliverables
  • Conduct a qualitative public perception survey and key informant interviews
  • Create a brief final assessment report (no more than 15 pages) summarizing the findings of the survey and key informant interviews
  • Compile best practices and recommendations for future programming in northwest Syria
  • Draft a brief presentation outlining the findings and recommendations for USAID/BHA
  • Finalizing deliverables such as public perception survey, key informant interviews, and final assessment report with recommendations for future programming in northwest Syria

Qualifications:

  • Bachelor’s Degree in relevant field such as international affairs, natural or social science research
  • 5+ years of experience with MEL and reporting functions
  • Relevant experience evaluating health programs in developing and/or conflict contexts
  • Experience with quantitative and qualitative data collection and analysis required (i.e. online surveys, mobile data collection, implementing key informant interviews, conducting focus groups)
  • Proficiency in written and spoken English required, Arabic highly preferred
  • Familiarity with the Syrian political and security context strongly preferred
  • Ability to meet tight deadlines, work independently, and communicate effectively
  • Prior experience with USAID/BHA (previously USAID/OFDA) MEL requirements preferred
  • Computer skills in Word, Excel, SharePoint, and other programs required; familiarity with mobile data collection and visualization applications preferred
