Internal and external candidates will be considered for this vacancy. Context:
The Site Maintenance Engineering Project (SMEP) is project funded by the International Organization for Migration (IOM), United Nations High Commissioner for Refugees (UNHCR) and World Food Programme (WFP) whose aim is to provide clear tasking of resources to aid access for all agencies in all sectors of the Rohingya Refugee Response by pre-positioning maintenance teams and machinery to:

Support site preparation and infrastructures for settlement upgrades;

Maintain vehicular access via maintenance, emergency repair and rehabilitation;

Clear and strengthen primary drainage channels;

Provide support to Disaster Risk Reduction (DRR) activities.
The SMEP Light Engineering unit that is under IOM responsibility will have its own logistics base and be self-administered with a yard to fabricate culverts, modular bridge and walkway sections.
Under the direct supervision of the Deputy Chief of Mission (DCoM) and in coordination with the WFP SMEP Project Manager, the successful candidate will manage all SMEP Light Engineering response operations, including but not limited to responding to flooding, damaged roads and landslides with technical engineer solutions using a triage system to ensure the rapid, fair and logical deployment of engineering assets plus construction support for new site development works and existing site enhancement works.
Core Functions / Responsibilities:

Coordinate the overall light engineering unit and acting as a focal point between the different elements of the same unit.

Facilitate the information gathering, dissemination, coordination and liaison with IOM, WFP and UNHCR but also other actors including government and military.

Provide accountability and reporting to the administrative management of the SMEP light engineering activities in line with IOM rules and regulations.

Oversee the daily field operations of the light engineering unit acting as a focal point to solve logistics issues, work priorities and to account for team movements, ensuring all staff are accounted for daily and specifically following events such as floods, landslides or civil unrest.

Manage the mobilisation of the teams and of the light equipment (mini excavators, small roller compactors, etc.) according to agreed workplans and a project activities scope.

Coordinate the implementation of small-medium scale interventions to mitigate hazards and promote safe living including but not exclusive to: (a) Stabilizing, widening, construction and rehabilitation of small access infrastructure and areas of risk; (b) Recovery interventions following flooding and/or landslides.

Contribute to the operational planning for emergency preparedness and response and hazard mitigation / DRR initiatives.

Make regular field visits to all projects under SMEP supervision.

Regularly reports progress and activities performance to WFP project manager and DCoM.

Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Civil Engineering, Project Management/Emergency and Disaster Management or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above field with four years of relevant professional experience.
Experience
• Experience with the UN/INGOs in different international humanitarian emergencies is required;
• Experience in land rehabilitation and development an advantage;
• Experience in civil design is required as per PD;
• Experience in direct construction supervision is required;
• Experience in construction management is required;
• Experience in quantity surveying is a plus;
• Experience in building structural design is a plus.
Skills
• Comfortable working with data and relevant software.

• Effectively manages and enables the adequate maintaining of records for projects, machinery and others with view to ensure historic awareness.
• Effectively manages and enables the training, capacity development and timely follow-up of machine operators.

• Effectively coordinates actions with other implementing partners.
• Works effectively with local authorities, stakeholders, counterpart agencies, beneficiaries, and the broader community to advance Country Office (CO) or regional objectives.
• Ability to supervise, direct, coach and mentor staff is essential.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Bengali, Rohingya, French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
