Skills Development for migrant youth National Specialist

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Within the delegated authority and under the supervision of the Adolescent Development Specialist or his/her designated mandated representative(s), the UN Volunteer National Specialist will support the sound implementation of the migrant skills for life and work strategy in the states of Baja California and Chihuahua, including but not limited to the following activities:

  1. Provide technical advice for the implementation of the program in topics including skills development, migrant education and employability, employment in local economies and private sector engagement.
  2. Conduct research on migrant skills development and employability with a focus on youth.
  3. Liaise with implementing partners and support the day to day communications with relevant stakeholders from the public and private sectors and civil society.
  4. Write implementation reports, prepare presentations and overall contribute to the elaboration of program-related documents.
  5. Contribute to the elaboration of a sustainability strategy for the program after execution.
  6. Support the review of reports by implementing partners and participate in monitoring and evaluation exercises related to program and budget execution.
  7. Organize field missions and remote meetings with the government, relevant actors and implementing partners. Attend meetings and provide support for following-up.
  8. Contribute to overseeing the timely execution of the budget allocated to skills development for young migrants.


Bachelor degree or equivalent


Bachelor´s degree in international relations, political science, economics, education or similar. A Master’s Degree is a plus.

Other educational, teaching or training experience, Social inclusion

  • At least 5 years of professional work experience in the management of skills development and employability programs for youth. Experience in migrant skills development and inclusion, employability and/or education programs desired.
  • Knowledge of the education and training system and the labor market in Mexico.
  • Availability for travel to the states of Baja California and Chihuahua. Potentially to other Mexican border states.
  • Experience working in a fast-paced environment with diverse stakeholders and partners.
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners.
  • Proven ability for high-level technical dialogue in the areas of education, skills development, employment and young migrant social and economic inclusion is a plus.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines

Support to UN Volunteers:

The main benefit of serving as a UN Volunteer is the personal satisfaction that the volunteer assignment brings, as it implies having a positive impact for peace and development. However, the United Nations Volunteers program offers support during your assignment in several ways.

The UNV program will cover:

  • The transfer trip to the place of assignment and installation and repatriation allowance (if applicable) will be provided in the event that the work destination is not within a reasonable distance from the volunteer’s place of residence.
  • A VLA (Volunteer Living Allowance) grant of MXN 24,597.83 that will be provided on a monthly basis to cover the costs of accommodation, housing and normal living expenses. Life, health and permanent disability insurance are included, as well as a reinstatement allowance for satisfactory service. The volunteer will be entitled to annual leave and medical leave (if applicable) and virtual learning courses. Full time availability is required.
