Cufa is an experienced project implementing agency for a wide variety of bi- and multilateral funding partners.

Cufa is seeking a National Social Safeguard Specialist based in Cambodia to work on a 6-year agricultural value chain project implemented in Cambodia. The project is to be funded by a major multilateral funding partner and implemented by the Royal Government of Cambodia. The project aims to increase value addition in five key competitive agricultural value chains in Cambodia by enhancing financing and strengthening value chain linkage, connectivity and safety. The objective of the consultancy is (i) to provide project management and technical assistance to the executing and implementing agencies in the implementation of the agricultural value chain project, (ii) to strengthen technical and management capacities of participating government agencies, financial institutions, agricultural cooperatives and agro-enterprises, and (iii) to ensure compliance with agreements, social and environmental safeguards, government policies and gender policies.

Responsibilities

  • Provide technical support to project implementing agencies on compliance with and implementation of social safeguard frameworks and documents.
  • Work closely with the implementing agencies, gender specialist and engineers to ensure all social safeguard requirements of the project are followed and implemented.
  • Provide technical support to project implementing agencies in screening subprojects and small-scale infrastructure projects.
  • Provide regular due diligence reports on compliance with social safeguard frameworks and documents.
  • Contribute to the design and implementation of project’s monitoring and evaluation framework.
  • Provide safeguard training and briefings on the project’s safeguard policy requirements to project’s monitoring and evaluation staff.

Selection Criteria

  • Master’s degree in Social Studies, Development Studies or a related discipline – compulsory requirement.
  • At least 10 years of experience working on social safeguard-related assignments in land acquisition, resettlement and compensation arrangements – compulsory requirement.
  • Knowledge of the Asian Development Bank’s and the Government of Cambodia’s social safeguard policies, frameworks, procedures and guidelines relating to agricultural and agribusiness development, rural development – compulsory requirement.
  • Strong verbal and written communication skills in both Khmer and English – compulsory requirement.
  • Strong knowledge of Cambodia’s policies and frameworks related to land law, gender equality poverty and rural development will be considered an asset.
  • Experience on safeguard implementation on financial intermediation projects will be considered an asset.
