The USAID Development Assistance Specialist (Senior Performance Management) is located in the Office of Program Resources Management (PRM), USAID/Philippines (Mission). The Specialist performs four basic functions: 1) Serves as the Mission’s principal advisor on performance monitoring and evaluation of the Mission’s country development programs for USAID/Philippines, the Pacific Islands, and Mongolia. S/he coordinates, as part of the Mission’s Monitoring and Evaluation (M&E) unit, all matters relating to performance monitoring and evaluation at the strategy level, to include the Country Development Coordination Strategy (CDCS), the Indo-Pacific Strategy (IPS), and other United States Government (USG) priorities and initiatives, including a) preparation of required Performance Management Plans (PMP), b) the annual Indo-Pacific Strategy Report, the annual Performance Plan Reports (PPR) and other Agency-mandated annual and quarterly performance reports; c) development and refinement of activity performance monitoring and evaluation plans, d) assessment of data and indicator quality, following USAID standards and procedures, e) Operating Unit (OU) Manager of the Development Information System, including providing Mission and implementing partner training, authoring standard operating procedures, training, technical support, and management of reports, f) portfolio reviews, and g) external consultations with Host Country Government and local governments, and h) consultations with other development partners, international non-governmental organizations (INGOs), and the private sector; 2) Serves as the Mission’s expert advisor in performance results, including monitoring and evaluations, responsible for providing technical support and program guidance to Development Objective (DO)/technical teams in the design of new activities and redesign/amendment of ongoing programs, in collaboration with other staff in PRM and technical offices; 3) Serves as a backstop team member on USAID technical teams responsible for the achievement performance results of Development Objectives. The Specialist, as a full member of these teams, is jointly responsible with other team members for the successful achievement of the team objectives and Mission and Agency priorities, conforming to the Country Development and Cooperation Strategies, the Indo Pacific Strategy, the Performance Plan and Report, Congressional presentations, other special reports, results framework/logical frameworks, performance monitoring and evaluation plans, portfolio reviews, performance indicators and targets at the Development Objective (DO) / Intermediate Result (IR) /Sub-Intermediate Result (Sub IR) results levels; 4) Serves as the Mission’s expert on Inclusive Development and serves as the expert consultant to all Mission teams on matters relating to the implementation of the USAID Gender Policy, Mission Orders, and Automated Directives System (ADS) 205 – Integrating Gender Equality and Female Empowerment in USAID’s Program Cycle). The Specialist writes proposals for funding for women’s equality, gender-based violence (GBV), and women’s peace and security. S/he trains Mission and implementing partner personnel on, and integrates, gender, LGBTQI+ (Lesbian, Gay, Bisexual, Transgender, Queer and Intersex), disability and religious freedom issues into the program cycle (design, implementation, monitoring and evaluation of Mission activities). The Specialist authors Mission gender analysis, and the activity gender analysis. S/he leads/participates in U.S. Embassy and donor Gender Working Groups. The Specialist trains Mission staff to transfer knowledge on all aspects listed above in activity design, work plans and Activity Monitoring Evaluation and Learning Plans (AMELPS).
