How can you make a difference?

The Social Policy, Evaluation, Analytics and Research (SPEAR) programme exists to strengthen capacity of government partners (and UNICEF internally) for evidence-based social policy and progressive financing for children and to strengthen systems for delivering and monitoring expanded and integrated social protection to all children in Bangladesh, particularly the most disadvantaged. This includes maintaining an updated situation of children with new data/evidence at national and sub-national level with summaries and profiles; designing new data collection tools , including MICS and other surveys to generate information for the SDGs, including new modules on issues on child learning abilities, climate change, post-humanitarian situations and monitoring of results for children to measure effective coverage of social services; providing support and quality assurance regarding evidence generation activities and the development and implementation of evidence standards for all programme sections; and promoting strong dissemination and use of data back into programming and decision-making.

Under the guidance of the Chief, SPEAR Section, the incumbent spearheads the national partnerships for data generation and use in the context of the SDGs,   contributes towards preparation and updating the Situation Assessment and Analysis of Children and Women in Bangladesh; prepares data summaries/briefs to depict the situation of children at different geographical levels and thematic issues to strengthen programme effectiveness and impact.

To qualify as an advocate for every child you will have…

  • An Advanced university degree in social sciences, statistics, demography, development planning or related fields.
  • Professional work experience in in evidence generation, including research design, analysis and reporting as follows:
    • Five years of relevant professional work experience. Developing country work experience.
    • Advanced statistical analysis skills (R, Stata, SPSS, etc.) and some qualitative analysis exposure.
    • Expertise in quantitative research methods, including large scale national survey and instruments design and implementation.
    • At least some experience working with national management information systems (MISs) and routine monitoring of national level indicators.
    • At least some exposure to emergency programming, including preparedness planning.
  • Excellent writing skills in the English language.
  • Active involvement in a humanitarian crisis response programme preferred.
  • Experience working with/for international development agencies is an asset
