The Regional Sub-Award Specialist for West Africa plays a key role in supporting country offices across the region, and ensuring sub awardees compliance. This role specifically supports the field offices to meet both donor’s and Search requirements in terms of compliance and financial management.
This involves supporting monitoring and reporting, as well as capacity building of all stakeholders. It involves oversight on both financial management quality and compliance, working in close collaboration with other departments, including Finance, Program and Operations.
Key Area 1: Sub Awardees assessment
- Assist the country team to assess and document the sub awardees selection process
- Ensure that the subgrantees selection is in compliance with Search and donor’s regulations
- Assist country offices to assess the sub awardees financial and program capacity
- Help Country office/program staff in selecting the right module of contract type ( fixed contract, deliverable based contract etc.)
Key Area 2: Sub Awardees monitoring
- Ensure the subawards templates are up-to-date and introduced to sub awardees during start up phase
- Assist the country teams and partners to prepare their budget and understand the minimum compliance requirement for each cost category
- Ensure sub-award site monitoring visits are conducted regularly as per monitoring plan and provide a report to the Regional Controller (RC)
- Maintain sub grantee financial files, and reconcile subgrant financial tracking with general ledger reports
- Review sub-award financial reporting package, amounts, calculations and supporting documents, ensuring compliance with supporting documentation matrix, follow-up on potential issues with Sub-award Finance team and operations
- Track financial reports submissions and Partner’s payments, and create Partner Trackers
- Track Partners’ expenditures against budgets and flag any issues to the Program team and RC
- Make sure that reports and all supporting documentation is prepared and filed according to Search procedures
- To assist in the training and support for local partners and CSOs, including answering questions, training new hires, making visits to Partners’ offices, etc.
- Assist Finance Managers to respond to audit inquiries and requests for financial information
- Travel to field Offices at least 30% to build partners capacities.
- Be familiar with the subgrant manual, field finance manual, procurement manual and any additional local policies (National Staff Policy Handbook, cash management, local travel)
- Review subaward journal entries and ensure the subaward accounts reconciled monthly
Key Area 3: Subaward closing
- Ensure the subaward contract is closed per Search and donor policies
- Reconcile the subaward financial report
Preferred Qualifications
- Bachelor or higher degree in finance, accounting or any other relevant field
Desired experience
- 5 years experience minimum in subawards management
Knowledge, Skills & Abilities
- Knowledge of donor’s regulations, including with the EU, DFID, USG and USAID, and UN
- Knowledge of key accounting principles
- Experience with accounting softwares and Excel
- Good communication skills
- Flexible for travelling
- Ability to meet deadlines
- Excellent written and oral communication skills in English and French required
