Summary: The Refugee Services of Texas, Inc. Survivor of Trafficking Empowerment Program (STEP) provides intensive case management services to all survivors of human trafficking in the central and/or South Texas area. Part of the program is designed to inform victims about their options and helping them work with local/state/tribal/federal law enforcement in the prosecution of the trafficker. The STEP Supervisor manages program support staff and ensures a victim-centered and trauma-informed approach to social service provision. STEP is partially funded through the U.S. Department of Justice/Office for Victims of Crime, USCRI, and VOCA. This position would specifically provide immediate supervision and oversight locally of VOCA-funded staff. VOCA funding allows RST to serve domestic and foreign-born victims of human trafficking, as well as victims of other crimes. Refugee Services of Texas, Inc. is a non-profit organization charged with assisting displaced persons achieve self-sufficiency in Texas. As a result, STEP will enjoy direct access to Social Adjustment Services, Employment Program Services, and cash assistance as pre-certified, foreign national survivors become eligible.
Responsibilities:
- Provide supervision to VOCA-funded program Case Managers.
- Represent Refugee Services of Texas, Inc. at Governors Office Commercial Sexual Exploitation of Youth meetings and quarterly Central Texas Coalition Against Human Trafficking meetings. Update attendees on referrals, services, and outcomes as appropriate
- Represent RST, Inc. at Law Enforcement Task Force meetings
- Provide assessment and response to immediate needs for victims of human trafficking and victims of other crimes as necessary
- Ensure streamlined referral systems between external service agencies and RST, Inc.
- Supervise program staff providing intensive case management services to all victims of trafficking
- Collaborate and cooperate with local and federal law enforcement as appropriate
- Provide outreach and trainings to service providers and immigrant groups within the central Texas area
- Manage and periodically serve as the 24-hour on-call emergency responder to law enforcement and national hotline referrals
- Work in concert with the RST, Inc. network for certified STEP referrals to Employment, Social Adjustment, and cash assistance services
- Develop and maintain relationships with faith-based, civic and community agencies to identify resources
- Assist with training and orientation for staff and volunteers
- Assure compliance with all reporting requirements
- Maintain case files and case notes to document provision of services as necessary
- Advocate on behalf of survivors of human trafficking to ensure access to external local services per eligibility
- Serve as a liaison and primary contact for RST, Inc. between governmental agencies, non-governmental agencies, and clients as related to the Survivor of Trafficking Empowerment Program
- Provide ongoing training to support staff including quarterly file reviews and annual performance reviews
- Fulfill all other duties as requested
Documentation:
- Ensure timely and accurate documentation of services by program staff
- Regularly review case files and provide feedback on the quality and timeliness of service provision
- Maintain thorough documentation of in-kind and cash contributions
- Complete and submit all data and reporting requirements for VOCA
Collaboration:
- Maintain and expand the extensive referral network maintained through RST
- Continue to expand services and referral resources as necessary in collaboration with the Central Texas Coalition Against Human Trafficking and the Law Enforcement Task Force
Financial:
- Provide fiscal management over program budget in conjunction with Senior Programs Director and Programs Managers
- Maintain thorough logs of client and programmatic expenditures and complete monthly invoices
- Adhere to RST, Inc. financial systems around check requests, documentation and accounting standards
