UNICEF’s Global Shared Services Centre (GSSC) in Budapest, Hungary supports UNICEF operations globally in the areas of Finance, Human Resources, Payroll and Information Technology.
UNICEF’s GSSC was established in 2016 and to-date there are over 300 positions comprising of General Services (GS), National Professional (NP) and International Professional (IP). We recruit for more than 100 positions every year including a substantive number of short-term employments during peak periods. Further, many of GSSC positions are centralized functions, and they are considered highly specialized. Those positions are often hard to fill from within UNICEF, and due to their specialized nature, additional outreach efforts will be needed to reach out to talented (passive and active) candidates inside and outside UNICEF.
Our outreach plans are limited, and our goal is to strengthen our talent acquisition approach and develop a more robust and innovative outreach and employer branding strategy for both local and national positions as well as for international roles.
How can you make a difference?
The Talent Outreach and GSSC Employer Branding Consultant will develop and support in the implementation of GSSC Specific Outreach and GSSC Employer Branding strategy that will boost UNICEF GSSC brand and market it as an employer of choice as well as identify avenues and networks to attract active and passive candidates. This will include development of employee value proposition, development of marketing material, creation and strengthening of GSSC presence in Social Media, and support the development of GSSC Career Page on the internet.
This will involve:
The ideal candidate will conduct a review of GSSC Talent Outreach Plan and UNICEF’s draft Employer Branding Strategy as a baseline to further expand and develop GSSC specific talent outreach and employer branding strategy. This also includes review of GSSC staffing plan and conduct analysis of positions that are hard to fill as well as identify major relevant sourcing outlets and location of GSSC potential talent and make recommendations of talent sourcing and outreach. This will include, but is not limited to, the following:
Talent Outreach
- Together with GSSC Recruitment Team review workforce plans, as well as identify hard to fill positions including technical roles in GSSC and develop sourcing strategies depending on the role. This includes recommendations in identifying the most effective communication channels, talent sourcing networks, job boards etc to attract a diverse pool of candidates.
- Map forthcoming career fairs and events in Hungary and the region and classify those that are most relevant to work of GSSC. Research the possibility (and implementation) of a joint UNICEF/UN in Hungary career fair through partnership with Recruitment Agencies.
- Map partnerships and networks including UN and Private Sector Shared Services, academic institutions including targeting of minority groups, professional associations, and discuss ways of connecting and collaborating with them on mutual recognitions and develop partnerships.
- As part of the talent outreach strategy outline the specifics of the employee referral programme.
- Make recommendation of engaging with active and passive talent, communication, social media, and other means, within the parameter of this strategy.
GSSC Employer Branding, Communication and Marketing
- Work closely with relevant colleagues and stakeholders in GSSC Communication Section, UNICEF Communication and Advocacy Division and Division of Human Resources to ensure alignment with the organizational brand and collaborate on joint talent outreach and employer branding activities, including linking GSSC Career Page with the Global one and development of GSSC LinkedIn profile.
- Support the development and implementation of effective content to enhance GSSC’s employer brand and engage targeted talent communities in a dynamic, interactive, and meaningful manner.
- Assess needs and develop materials that address the employer brand. This includes digital and print materials and online toolkits.
- With support from GSSC Learning and Development Team, develop compelling and engaging editorial, multimedia, and digital content to be disseminated across multiple talent outreach channels, such as websites, social media, newsletters, and career events.
- Map and develop employee value proposition that will include UNICEF offerings, and other benefits in working with UNICEF and GSSC including Culture and values. This will be used in communications and marketing material as way of promoting employment in GSSC.
- Develop Career Page for GSSC on the internet and assist in developing and strengthening our social media presence. Make suggestion on how to use social media to engage and communicate with potential candidates.
- Review GSSC Vacancy Announcements (VAs) and suggest changes to make them more marketable without compromising UNICEF’s VA templates and branding.
- Any other related task that is identified a relevant during the reporting period.
To qualify as an advocate for every child you will have…
Applicant must meet the following criteria:
- An Advanced University Degree in communications, marketing, advertising, digital media, public relations, human resources management or other related social science field is required.
- At least two to four years of professional experience in digital marketing, brand management, or public relations, including experience in talent acquisition in an international organization and/or large corporation is required.
- Experience with content marketing, social media strategy/management, market research and data analytics is highly desirable.
- Employer branding, recruitment marketing, relationship management, digital content creation experience would be a strong asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Knowledge of Hungarian Language is highly desirable.
Mandatory Requirements
The proposing service provider must include the following attachments in their submission:
- CV detailing educational background and all relevant experience
- Financial Proposal indicating the daily rate for delivery of services. The daily rate should be expressed in either Hungarian Forint (HUF), U.S. dollars (USD), or Euros (EUR). The offer must be all-inclusive and expressed in gross amounts. If/where applicable, the exchange rate to be used for currency conversion will be the United Nations rate of exchange.
- Document to prove eligibility to work in Hungary, if applicant is non-Hungarian citizen (copy of passport in case of EU citizens; work visa in case of non-EU citizens). UNICEF will not be responsible for providing any support in getting work or resident permit.
- Applications from non-Hungarian/non-EU citizens may be considered with possibility of teleworking.
- Candidates will be subject to reference checks during the selection process.
Successful bidders will be required to accept UNICEF’s General Terms and Conditions for Service Contracts.
Location and duration
The job will be done at Global Shared Services Centre, GSSC, which is located at 1077 Wesselényi utca 16/a, Budapest, Hungary, however, remote work is also possible. The consultant agrees to perform the function and complete the assignment during a period of 6 months with the earliest start date possible. Proposal to adjust the duration shall be taken into consideration.
Evaluation Criteria
Candidates who are under serious consideration will be evaluated by the following criteria:
- Proven experience in talent acquisition, outreach and employer branding
- Experience in digital marketing, brand management, or public relations
- Experience and knowledge in leveraging social media in attracting talent
- Fluency in English Language, both written and spoken
Candidates meeting technical requirements will be evaluated based on value for money of Financial Proposal.
Payment information
- Billing is for daily basis (based on 8 working hours)
- Invoices along with a detailed timesheet is presented to Human Resources Manager monthly, at the end of each month, for approval
- Approved invoices will be submitted for payment
The consultant is expected to work on part time basis and not necessary attached to the working hours in UNICEF but expected to be available for meetings and core hours, to be decided together with the supervisor. The consultant will not be eligible to paid time off during this period. The terms of payment are upon receipt and approval of invoice and acceptance of work outputs. Payment will be completed by bank transfer in the currency of offer on the next payment cycle (usually within 2 weeks’ time).
Terms of employment
Consultants are required to submit a statement of good health prior to commencement of work and to take full responsibility for the accuracy of that statement.
Consultants are responsible for arranging at their own expense life, health and other forms of insurance covering the period of their services on behalf of UNICEF as they consider appropriate. Consultants are not eligible to participate in the life or health insurance schemes available to United Nations staff members.
UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.
