Cufa is an experienced project implementing agency for a wide variety of bi- and multilateral funding partners.

Cufa is seeking an International Team Leader and Project Management Specialist to work on a 6-year agricultural value chain project implemented in Cambodia. The project is to be funded by a major multilateral funding partner and implemented by the Royal Government of Cambodia. The project aims to increase value addition in five key competitive agricultural value chains in Cambodia by enhancing financing and strengthening value chain linkage, connectivity and safety. The objective of the consultancy is (i) to provide project management and technical assistance to the executing and implementing agencies in the implementation of the agricultural value chain project, (ii) to strengthen technical and management capacities of participating government agencies, financial institutions, agricultural cooperatives and agro-enterprises, and (iii) to ensure compliance with agreements, social and environmental safeguards, government policies and gender policies.

Responsibilities

  • Responsible for the overall implementation of the project.
  • Responsible for technical support during implementation, including the implementation of work plans.
  • Responsible for coordination between stakeholders, including government agencies, funding partners, subcontractors and a multidisciplinary team.
  • Support and coordinate the implementing agencies in the design, implementation, management and operation of sub-projects.
  • Review and assess feasibility, viability, sustainability, effectiveness and efficiency of project interventions.
  • Responsible for the supervision and coordination of project monitoring and evaluation.
  • Prepare quarterly and annual progress reports, and contribute to the preparation of safeguard reports and a Gender Action Plan.

Selection Criteria

  • Master‘s Degree in Agribusiness, Agricultural Economics or a related field – compulsory requirement.
  • At least 15 years of experience in implementing and managing international and regional projects in: agribusiness; agricultural value chain; value chain financing; agricultural commercialization; livestock value chains; or horticultural production – compulsory requirement.
  • Prior experience leading the implementation and management of projects in agricultural value chains, agribusiness or an associated field – compulsory requirement.
  • Proven experience implementing and managing projects in agricultural value chains, agribusiness or an associated field in Cambodia or other Southeast Asian countries – compulsory requirement.
  • Prior experience working on at least 3 projects funded by the Asian Development Bank – compulsory requirement.
  • Strong verbal and written communication skills in English – compulsory requirement.
  • Ability to communicate in Khmer will be considered an asset.
  • A knowledge of the Cambodia agriculture sector and of Cambodian policies, law and institutions sector will be considered an asset.
