Project Objective:

The purpose of the USAID/RDMA Thailand CTIP Assessment is to conduct an in-depth assessment to understand the role, activities, available resources, interests, challenges, and gaps in counter-trafficking in persons (CTIP) programming in Thailand. The overall assessment design, methodology, and work plan will aim to reach the broadest range of informants, including Royal Thai Government (RTG) officials, national and international CSOs, private companies, academic/research institutions, international donors, USAID implementing partners, at-risk populations (e.g. regular and irregular migrant workers and victims of trafficking, especially from Burma, Cambodia, and Laos), affected communities, and other key CTIP actors. The Assessment will influence USAID/RDMA’s decision-making on programmatic approaches, areas, and strategies of its new activity to address CTIP in Thailand.

As part of the Assessment, the team will be expected to:

  • Conduct a preliminary desk review to determine TIP/CTIP priorities, areas of studies, geographic scope, sectors and subsectors (including but not limited to fishing, construction, and agriculture) that will best achieve the purposes of the Assessment;

  • Conduct systems exercises to identify key stakeholders, clarify their focus of work (prevention, protection, prosecution, partnership), and map cooperative and collaborative CTIP networks;

  • Analyze gender and other diversity issues related to CTIP programming;

  • Include innovative research and technological approaches to addressing TIP;

  • Consider how the COVID-19 pandemic has affected TIP in the country;

  • Design a “Niche Finders” workshop and facilitate a discussion with USAID to brainstorm and identify potential areas of future programming, based on an understanding of the current CTIP situation in Thailand, roles played by other stakeholders, and identified future trends; and

  • Provide recommendations to increase the effectiveness of TIP prevention programming and initiatives to protect, rehabilitate, and reintegrate victims using best practices of victim-centered and trauma-informed approaches, including how USAID can most effectively engage with NGOs, public international organizations, and the RTG.

The assessment will be conducted in Washington, D.C. and Thailand, with a team comprised of both international and national consultants. As the COVID-19 pandemic will prevent travel of international consultants to Thailand, the team is expected to plan primary and secondary data collection that efficiently engages international and local experts so that research is complementary.

Position Description

SI is seeking a Team Leader (TL) to lead the USAID/RDMA Thailand CTIP Assessment. The TL will manage and oversee the research team and all client deliverables. The TL is responsible for coordinating research activities and ensuring the production and completion of the final report in accordance with the scope of work and work plan timelines. The TL will guide the development of the desk review, direct data collection and compilation, conduct data analysis, coordinate technical inputs of team members, and lead the drafting and completion of a final report. The TL will ensure quality assurance and timeliness of all deliverables, including adherence to SI’s quality assurance standards.

This is a short-term consultancy with an estimated level of effort (LOE) of 65 days, and a period of performance from May – October 2021.

Responsibilities:

  • Conduct a desk review of documents relevant to USAID and CTIP research and programming in Thailand

  • Support the development of the assessment design and data collection instruments, coordinating technical inputs from the team

  • Administer virtual data collection with stakeholders in Washington, DC, and support data collection in Thailand

  • Guide and oversee the development and finalization of project deliverables, including: the inception report, desk review, and data collection tools; client in-brief and out-brief presentations; draft and final reports; and learning and dissemination materials and events

  • Ensure quality work in all deliverables; implement SI quality assurance processes

  • Work closely with SI HQ team and communicate in a timely and effective manner with all project personnel

Qualifications:

  • Bachelor’s Degree and 15 years of related experience, Master’s degree and 12 years of related experience, or PhD and 10 years of related experience, including substantial demonstrated experience in evaluations and assessments and CTIP programming.

  • Previous demonstrated experience as a Team Leader or Deputy Team Leader of evaluations and/or assessments, including those related to CTIP.

  • Expertise in the subject of TIP, with specific expertise focused on one or more of the following areas related to CTIP: judicial processes related to prosecuting traffickers, victim services, legal frameworks to combat TIP, mechanisms (policy and/or legal) to enhance national CTIP efforts, how civil society organizations work within the sector.

  • Familiarity with conducting qualitative data collection (e.g. key informant interviews, focus group discussions, etc.) required.

  • Previous experience and/or training in trauma care when working with survivors of trafficking is a plus.

  • Previous experience facilitating learning events highly preferred.

  • Familiarity with USAID policies and ADS 201 requirements.

  • Previous experience with virtual data collection and online platforms a plus.

  • Superb client engagement and organization skills.

  • Familiarity with USAID/Thailand is preferred.
