Project Description:
FHI 360 is seeking applications for the position of Technical Advisor, HIV Testing and Treatment Linkage/ART Initiation under the proposed Community Action for HIV Control project in Ukraine. The five-year project aims to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing, and linkage to care among key and priority populations. Community Action for HIV Control will improve accessibility, acceptability, equitable coverage and efficiency of HIV services, and will be implemented in close cooperation with the Center for Public Health (Ministry of Health, Ukraine).
Job Description:
The Technical Advisor for HIV Testing and Treatment Linkage (TA) will be providing technical expertise, training/skills development and technical support for differentiated HIV testing and linkage to treatment and care activities for key populations and their sexual partners. Reporting to the Senior Technical Advisor, s/he will support the technical HIV service delivery capacity development of the overall capacity development of community partners led by Pact. The TA will support technical program reporting, supporting partners to achieve assigned targets, and support to the overall program implementation.
Specific Duties:
- Lead review of existing testing strategies, including index and social network strategies implemented by community partners in Ukraine and identify areas for strengthening.
- Provide technical assistance and training to respond to index and social network testing areas for improvement.
- Lead packaging and standardization of successful HIV testing models.
- Support strengthening of HIV self-testing in line with national guidelines
- Lead review of patient navigation interventions implemented by community partners
- Provide technical assistance and training to enhance linkage to HIV treatment, in coordination with treatment partners
- In close coordination with Pact and the Capacity development team, support technical capacity development approaches and activities to strengthen the testing and linkage to care activities, with a focus on models that are efficient, responsive to clients’ needs, and aligned with global best practice, and shifting demographic trends.
- Support monitoring and evaluation and high frequency data review and analysis for agile performance improvement.
- Support partners to analyze and interpret testing and linkage to care data to adjust programming
- Contribute to development and submission of technical reports and other deliverables.
- Develop and maintain relationships with partners in the field, including government officials and community leaders.
- Liaise with the capacity development and strategic information teams within the program to support partners as one team
Minimum Requirements:
- Master’s in Public Health or similar degree
- Typically requires 5-8 years of relevant experience in management of large projects and/or programs.
- Demonstrated experience designing and implementing HIV/AIDS testing and linkage to care activities, with a focus on key populations and vulnerable populations in Ukraine;
- In-depth familiarity with Ukraine public health sector and donor-funded programs;
- Previous experience working with USAID or PEPFAR supported program and organizations working with key and vulnerable populations;
- Cultural understanding and sensitivity to demands of key and vulnerable populations and an understanding of gender and sexual diversity
- Demonstrated ability to perform complex data analyses and make recommendations based on findings;
- Strong management and leadership experience with proven experience leading a diverse team of professionals;
- Previous experience in developing the capacity of local organizations and stakeholders;
- Demonstrated written, presentation, communication and organizational skills in English.
- Experience working on a PEPFAR-funded or other donor project pertaining to HIV/AIDS service delivery.
- Experience working on in Ukraine required.
- Ability to travel within country or region and internationally if needed.
