DESCRIPTION

JSI seeks a Technical Director for the USAID Frontier Health Markets Activity One: Private Sector Flagship proposal. This will be a full-time position based in the Washington, DC office. The Technical Director will provide overarching technical leadership on the design and implementation of Frontier Health Markets (FHM) programming. S/he will provide technical guidance to improve the functioning of local health markets, increase public-private collaboration for voluntary family planning and other health areas, and ensure the private sector contribution is systematic, complementary, and enhances countries’ ability to fortify and diversify their healthcare delivery. The Technical Director will ensure close coordination and technical alignment between and among FHM’s partners, and monitoring and evaluation (M&E), knowledge management (KM), and finance and operations (F&O) activities and ensure that technical implementation is data-driven, agile, impactful, and sustainable. S/he will oversee FHM’s vast network of technical experts in a variety of areas crucial to private sector health and market-based programming.

RESPONSIBILITIES

  • Provides technical leadership and guidance to the development of FHM’s work plans and technical activities for both core-funded and country programs;
  • Works with the Project Director to manage FHM’s technical work streams focused on improving the functionality of local health markets and increasing public-private collaboration and strengthening private sector healthcare delivery for voluntary family planning and other areas, including maternal, newborn and child health, malaria, TB, other infectious diseases, and HIV/AIDS;
  • Serves as a link between core and country work, ensuring alignment and synergies across all aspects of FHM’s technical programming;
  • Provides technical guidance to country teams and local partners to ensure innovations, client-centered solutions, and best practices in market development are responsive to local needs;
  • Supports the Project Director to represent FHM in technical advisory/working groups, professional forums and conferences;
  • Fosters and maintain excellent relationships with USAID, other donors, implementing partners and local counterparts;
  • Supports the Project Director to cultivate an environment of collaboration, technical excellence, shared learning, open communication, and mentorship; and
  • Reports to the Project Director and oversees a technical team with multi-disciplinary expertise.

QUALIFICATIONS

  • Minimum of 15 years of demonstrated global health technical experience with substantial country experience in low and middle income countries in at least one or more of the following technical areas: market access, pharmaceutical and/or medical technology, digital health, health service delivery;
  • Master’s degree or higher in business, public health, pharmacy, finance, or health policy;
  • Demonstrated ability to supervise, support and develop staff;
  • Strong communication and interpersonal skills;
  • Demonstrated knowledge of USAID’s policies, priorities and projects;
  • Experience designing, implementing and managing large and/or complex programs focused on health markets and public-private health systems;
  • Expertise working directly with host-country senior government officials and policy makers;
  • Previous experience working with global and regional partners, organizations and institutions;
  • Open mindset and a history of using innovative approaches, with excellent critical thinking, problem-solving and leadership skills; and
  • Deep understanding of health markets, the private sector health landscape, and relevant literature.

Salary commensurate with experience.
