UNICEF Program Group is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to undertake duties home based. When working remotely, candidate will be expecting to fulfill their functions during NYHQ core working hours (10AM-4PM) unless agreed otherwise by Hiring Office.

In recent years UNICEF has been increasing the volume of Humanitarian Cash Transfers (HCT) delivered to achieve its programmatic objectives with more than 81 million children reached in 2020 through this assistance modality.

With HCT gaining a prominent role in UNICEF assistance, the organization developed a global information management solution for household and individuals’ data to ensure adequate quality standard across its programmes and ensure consistent data protection standard and financial risk mitigation measures. This system, named HOPE (Humanitarian cash Operations and Programme Ecosystem ) is now being rolled out at country office level.

This position is located in UNICEF Programme Group in New York, USA.  The incumbent works under the direct supervision of the OIC Humanitarian Cash Transfer Coordinator and chief of section, in the Social Policy and Social Protection programme team and in close collaboration with the internal and external stakeholders mentioned above.

The position can be covered for the entire period remotely while a minimum level of travelling from team interaction will be required.

You will provide oversight of the maintenance and enhancement of HOPE including through the supervision of dedicated staffs and will ensure adequate level of field support and interdivisional coordination are performed in addition you will also contribute to the United Nations Common Cash System (UNCCS) Data Interoperability workstream in consultation with its supervisor.

How can you make a difference?

Interagency

  • Technically represent UNICEF in beneficiary data system related inter agency forums (e.g.: Common Cash System Data Hub, Collaboration with WFP on digitizing humanitarian assistance, Common cost-efficiency and effectiveness methodologies)
  • Provide oversight in operationalizing the UN interagency data sharing agreement

Global HCT MIS (HOPE) and Field Support

  • Coordinate the enhancement, maintenance and roll out of the global UNICEF platform HOPE – Humanitarian cash Operations and Programme Ecosystem.
  • Provide technical oversight to the HCT data field support functions (two P3 posts)
  • Support Country Offices in shaping solid data management models
  • Coordinate HOPE’s country level deployement’s request

Interdivision coordination

  • Coordinate with ICTD, DFAM, DPAM and other relevant divisions concerning their role in the enhancement and maintenance of HOPE 
  • Represent EMOPS HCT team in UNICEF Data Protection Working Groups

HR Management

  • Supervise HOPE Service Delivery Manager and Business Analyst consultants as well as two field support data specialist staffs.
  • Provide exemplary management and leadership, motivating and developing colleagues to perform at their best, while building diverse and inclusive teams

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or higher) in Economics, Social Science and/or related field is required.
  • A minimum of eight (8) years of relevant progressively responsible professional experience at the national and/or international in program/project management experience, including with multiple stakeholders is required.
  • Prior experience in implementing humanitarian cash transfers programme is desired.
  • Prior experience in Beneficiary Data system for humanitarian cash transfer at field level is desired.
  • Prior experience in business operation environments with a proven track record of interfacing with multiple stakeholders (internal and external) and successful project completion is an asset.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
