Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

Under the supervision of the Education Specialist, the Education Officer (Adolescent Development and Participation-ADAP) provides professional technical, operational and administrative assistance throughout the programming process to support the integration of adolescent development and participation in education programmes within the Country Programme from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative programme tasks. The Education Officer ADAP also provides coordination/secretariat support for the PCO ADAP technical working group, and supports the development, coordination and management of the Pakistan Generation Unlimited (GenU) plan and partnership network.

The Education Officer ADAP will be used in the Pakistan Country Office (CO) where the Education Programme is a major component of the Country Programme, and ADAP is a cross-cutting priority with education as entry point.

How can you make a difference?

  1. Support to programme development and planning.
  • Contribute to the preparation and updating of the situation analysis for the development, design and management of education and adolescent development and participation related programmes.
  • Contribute to the development and establishment of education and Adolescent development and participation(ADAP) programme goals, objectives and strategies and results-based planning through research, collection, analysis and reporting of education and other related information for development planning and goal setting.
  • Contributes to the development and establishment of broader GenU Pakistan goals, objectives and strategies, including adolescent engagement strategies.
  • Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluation of results.
  • Prepare required programme documentations/materials/data to facilitate the programme and partnership review and approval process.

2. Programme management, monitoring and delivery of results. 

  • Work closely and collaboratively with internal colleagues at country and Field Office levels and partners to collect, analyze and share information on implementation issues for adolescent education, development and participation and GenU Pakistan. Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, programme reviews and annual internal and external education/ADAP/GenU reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
  • Monitor and report on the use of Adolescent development and participation(ADAP)/GenU programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare draft inputs for programme/donor reporting.

3. Technical and operational support to programme and partnership implementation.

  • Undertake calls, consultations, field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners, private sector, youth-led organizations and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on education related issues to support programme implementation, operations and delivery of results.

4. Networking and partnership building.

  • Build and sustain effective close working partnerships with federal and provincial government counterparts and other national and provincial stakeholders for Adolescent development and participation (ADAP)/GenU, including GenU Secretariat at NAVTTC, UN/development partners, private sector, NGOs, academia, youth networks/organisations, through active sharing of information and knowledge to facilitate implementation and build capacity of stakeholders to achieve and sustain ADAP and GenU results.
  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnerships and alliances, and support fund raising for adolescent education programmes.
  • Participate in appropriate inter-agency (UN) meetings and events on programming to collaborate with inter-agency partners on UNSDF operational planning and preparation of education and ADAP/GenU programmes and to integrate and harmonize UNICEF’s position and strategies with the UNSDF development and planning process.
  • Support the PCO ADAP focal point in liaising and follow up with UNICEF ROSA and HQ.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

5. Innovation, knowledge management and capacity building.

  • Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in education, psychology, sociology or another relevant technical field. First university degree (Bachelor’s) in a relevant field (as defined above) combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 2 years of professional experience in programme planning, management, and/or research in education/adolescent development is required.
  • Experience with adolescent engagement is considered as an asset.
  • Experience with engaging with different networks considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English and a local language is required
