Summary
The National Democratic Institute for International Affairs (NDI) seeks a Temporary Senior Subgrants Administrator for its Central and West Africa (CEWA) Regional Team. The CEWA Temporary Senior Subgrants Administrator would support CEWA subgrant programming and liaise directly with the NDI Subgrants Team to ensure effective and efficient program implementation. This position is temporary for three months for maternity coverage.
The Central and West Africa (CEWA) Team at NDI plans, designs, and implements programs related to strengthening civil society, enhancing democratic governance, enhancing women’s and other marginalized groups’ political participation, and strengthening political parties. Most CEWA programming contains a subgrants component, and the Team currently maintains a subgrant relationship with more than 30 partners in the region.
The Temporary CEWA Senior Subgrants Administrator is responsible for performing the following duties:
Primary Responsibilities
- In close collaboration with DC-based country teams, reviews NDI proposals and budgets to donors that contain a subgrant component;
- Analyzes and interprets donor rules and regulations applicable to subgrants;
- Reviews partner application proposals and budgets for accuracy, allowability of costs, cost reasonableness, and compliance with donor and NDI guidelines;
- Reviews the accounting procedures and internal controls of each organization and provides useful recommendations for improvements;
- Conducts organizational risk assessments and establishes reporting and financial monitoring plans for subgrantees, proposes risk mitigation approaches;
- Prepares subaward packages ensuring that any specific donor requirements are incorporated into the cooperative agreements, routes to and proactively engages Subgrants management for approvals, and issues the agreements to sub-recipients;
- In coordination with the regional administrative and finance director based in Conakry, Guinea, performs on-site reviews and training at subgrantee locations, as needed, including providing training in subgrants management for field office staff;
- Assists development of partner organizational policies and procedures, as needed;
- Manages the drawdown process for the subgrants, ensuring subgrant partner requests are complete, routes to and proactively engages Subgrants management for approvals, and proactively engages General Accounting for wire transfer information;
- Processes amendments to cooperative agreements, ensuring subgrant partner requests are complete, and routes to and proactively engages Subgrants management for approvals;
- Maintains subgrant binders with agreements and correspondence, and sets up NDI Google drive folders, in line with Subgrants management’s guidance;
- Maintains information in the Subgrants database;
- Monitors, reviews, and files financial and narrative report submissions;
- Reviews required subgrantee audit reports;
- Assists with preparation for periodic audits by donors as they pertain to subgrants; and
- Develops effective strategies and priorities for managing workload, updates subgrant issuance and pipeline tracking records.
Qualifications
- Bachelor’s Degree in Finance, Accounting, Business Administration or equivalent education;
- Minimum of eight (8) years in international grants, contracts administration or accounting. Additional years of relevant work experience may be substituted for educational requirements;
- Previous experience with international nonprofit organization preferred;
- Strong analytical, written, and verbal skills required;
- Ability to read and interpret government and organization rules and regulations;
- Excellent interpersonal and problem solving skills to effectively interact with all levels of staff and subaward recipients;
- Proven organizational skills and ability to multitask under tight deadlines;
- High level of attention to detail in all aspects of work responsibilities;
- Proficiency with database applications, web-based software including Google Drive, PC-based word processing, Excel and accounting-related software; working knowledge of accounting applications including Quicken and Deltek Costpoint;
- Working knowledge of OMB 2 CFR 200, Uniformed Administrative Requirements; USAID and Department of State Mandatory Provisions.
- International travel experience preferred;
- Ability and willingness to travel to international locations which can be remote and difficult to reach;
- Experience working on the sub-Saharan African region preferred; and
- Proficiency in English. French (spoken and written) is highly desirable.
