Position Title: Consultant (Pre-Departure Orientation Material Development)

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The consultant will report directly to the Head of IOM Sub Office in Cotabato. The consultant will be required to work independently with minimum supervision; however, specific guidance from the project team in IOM Cotabato Sub Office as well as technical team in IOM Country Office (particularly the Programme Support Unit in Manila) should be followed.

Nature of Consultancy: To develop Pre-Departure Orientation (PDO) materials for IOM’s project “Improving Migrant and Community Preparation and Awareness to Counter Trafficking (IMPACT-BARMM)”. The consultant will provide specialized technical support to lead the project’s assessment and recalibration of existing PDO materials and follow consultations and workshops with stakeholders.

Duration of assignment (consultancy) is 6 months (full time). Due to the current COVID-19 situation, as of present the consultant is not required to be based in Cotabato or in BARMM, and can be based outside of BARMM; however, a high degree of familiarity and understanding of the local context of BARMM and the ability to closely communicate and coordinate with IOM field team in Mindanao as well as with the local key stakeholders in BARMM is required. The consultant may be required to travel to BARMM during the course of the consultancy, depending on the changing situations and travel restrictions. The consultant will report directly to the National Programme Officer in Cotabato. The consultant will be required to work independently with minimum supervision; however, specific guidance from the project team in IOM Cotabato Sub Office as well as technical team in IOM Country Office (particularly the Labour Migration/Private Sector Engagement Unit) should be followed.

IOM Project to which the Consultancy is contributing: “Improving Migrant and Community Preparation and Awareness to Counter Trafficking (IMPACT-BARMM)”. Human trafficking is prevalent across the Philippines and to a high degree in the nascent Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), where weaker institutions, inadequately capacitated technical personnel and overall lack of community awareness pose a complex challenge to effective detection, mitigation and prevention efforts. The IMPACT-BARMM project aims to reduce the prevalence of Trafficking in Persons (TiP) in the region through a scalable and replicable model that acts at both community and institutional levels to empowers the most at-risk communities to identify and prevent Trafficking in Persons (TiP) and unethical recruitment practices leading to forms of modern slavery. Core Functions / Responsibilities:

  1. Gather, consolidate and analyze existing PDO materials, techniques and practices relevant to the project.

  2. Analyze gaps and identify methodology to update and contextualize the PDO materials, taking into account the context of the target region, the global standards and the key principles that IOM upholds.

  3. Develop the PDO materials for the project, updated and contextualized, as stated in the project document.

  4. Facilitate the establishment of the multi-stakeholder review board and conduct the internal and external review (workshops) on the materials.

  5. Consolidate feedback of the review/validation and finalize the PDO materials.

  6. Oversee the translation of the PDO materials and ensure the materials are ready for the use in the subsequent trainings, as stated in the project document.

  7. Act as the primary liaison point for the PDO materials development and be ultimately responsible for the delivery of all the tasks.

Tangible and Measurable Outputs of the Work Assignment

At the onset of the consultancy, the project team will set an inception meeting between the consultant and the project team to go over deliverables and measurable outcomes and/or inputs. An inception report will be submitted by the consultant afterwards, detailing specific tasks and deadlines over the course of the consultancy.

Specifically, the Consultant is expected to accomplish the following within six months:

a) Collect and consolidate existing PDO materials (by Month 1).

b) Submit the analysis of the existing PDO materials, and the outline of the PDO material development plan (by Month 2).

c) Submit the draft PDO materials (by Month 4).

d) Facilitate the internal/peer review workshops of the PDO materials (by Month 5).

e) Facilitate the external/multi-stakeholder review of the PDO materials (by Month 5).

f) Submit the final PDO materials to IOM and oversee the translation work until completion. Give an internal presentation of the materials to the project team (by Month 6).

Realistic Delivery Dates and Details as to how the work must be delivered:

In line with the tasks and work assignments stipulated, the release of fee will be in four (4) tranches:

  • 1st tranche – 20% upon signing of the contract
  • 2nd tranche – 25% upon submission and approval of Output (b) of Section 4
  • 3rd tranche – 25% upon submission and approval of Output (‘c) of Section 4
  • Final payment – 30% upon submission and approval of the Output (f) of Section 4

Required Qualifications and Experience

Education

Master’s degree or higher in a relevant field (such as labour migration, migrant protection, human rights, development studies and other areas of social/political science) is an advantage.

Experience

Relevant project/programme experience at the national and international level relevant to the scope of work listed above is preferred. Samples of previous work and publications may be requested in the selection process. Knowledge and familiarity with the cultural, political and social context of BARMM, as well as language proficiency in one or more major local languages in BARMM, is a major advantage.**

Performance indicators for evaluation of results:

  • Quality and timeliness of the expected deliverables
  • Strong communication and stakeholder management skills, including communication and coordinating with IOM team members, communities, local governments, as necessary.
  • Ability to work independently with little supervision
  • Experience working with IOM, UN agencies or other non-profit organizations on similar projects/programmes.

Languages

Fluency in English, written and oral, is required.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
