Position Title: Project Officer

Duty Station: Manama, Bahrain

Type of Appointment: Special short-term graded, nine months with possibility of extension

Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Unit, Migrant Protection and Assistance, and in close coordination with Migrant Protection and Assistance (MPA) Thematic Specialists in Regional Office (RO) Cairo, and Headquarters (HQs), the successful candidate will be accountable and responsible for providing daily technical guidance to support the implementation of the project “Bahrain Centre of Excellence training of trainers on the identification and referral of potential victims of trafficking in persons.

Core Functions / Responsibilities:

  1. Responsible for the daily liaison and coordination on programme activities with the Labour Market Regulatory Authority (LMRA), including monitoring daily activities and progress, providing regular feedback to the MPA head of unit in Bahrain, and the LMRA counterparts, on developments under the action.

  2. Contribute to drafting Terms of References for the development of training resources and other materials under the project, as well as Work Plans (with strong, measurable indicators) for activities within the project.

  3. Coordinate the development of Standard Operating Procedures (SOPs) and Training of Trainers’ (ToT) curricula under the purview of the programme, including the review of material prepared by consultants.

  4. Organise and coordinate ToT training workshops and SOP consultations as outlined in the workplan. Contribute toward the development of the content of the SOPs and ToT curricula as necessary. Deliver training sessions and presentations in conferences, workshops and meetings as appropriate.

  5. Keep abreast of developments pertinent to strengthened trafficking response outlined through the Trafficking in Person (TiP) report, checking that activities are reflected in the developing curriculum.

  6. In coordination with the head of unit, work closely with the government to provide comprehensive support on the identification and recruitment of key experts to support the institutionalisation of the Government of Bahrain’s counter-trafficking response.

  7. Draft and submit regular project reports to head of unit for final review, on time and in line with donor reporting requirements.

  8. Provide logistics support for workshops, meetings, study tours and any other activities as defined or arising as a result of the project as conducted within the framework of the IOM – Bahrain Counter trafficking portfolio.

  9. Liaise with relevant governmental and non-governmental actors in Bahrain to support project implementation and discuss challenges in the region relating to migrant assistance, and counter-trafficking in Bahrain.

  10. Contribute technical inputs for the development of concept notes, project proposals and the identification of potential partners and supporters.

  11. Undertake duty travels as required.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/or Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the thematic area relevant to counter trafficking, project development;

• Experience of regional issues an advantage;

• Experience in liaising with governmental authorities, other national/international institutions and NGOs.

Skills

• Knowledge of monitoring and evaluation.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
