1. Background
Médicos del Mundo (MdM) is an independent association that works to make the right to health effective for all people, especially for populations in situations of vulnerability, excluded or victims of violence, natural catastrophes or armed conflicts. The volunteers and professionals who are part of our organization have, as main mission, to work to achieve the effective fulfilment of the universal right to health.
Since 2003, we have consolidated our work and reputation as a reference organization in the District of Koinadugu, working directly with the communities and with public institutions.
The Ministry of Gender and Children’s Affairs – MGCA was established by Hie Excellency the President in November 2019 with the mandate to develop, implement and monitor policies and legal frame works for issues relating to women and children below 18 years of age. The Ministry has the mandate to address issues of violence against women and children, liaise with development agencies and NGOs to address needs of women and children, lead the development and monitoring of policies related to gender and children’s issues and collaborate with relevant ministries, department and agencies working on gender and children’s issues. The overall mission of the MGCA is to promote and protect the welfare and right of women and children through development and review of polices advocacy and coordination.
Men’s Agenda for National Development – MAND SALONE- is a community-based-organization- CBO- working with men to promote healthy and respectful manhood and enhance a shift on attitudes and behaviors that devalue women and girls, and other marginalized groups.
MAND SALONE works to create a society where all men and boys are loving and respectful, and all women and girls are valued and safe; a society where positive changes of attitude and behavior of men and boys have increased, as well as women and girls’ access to basic human rights; and to reduce gender-based violence against women and girls and their fellowmen. It also aims to address the issues of women and girls by working with men and boys to build their capacity to achieve gender equality, prevent gender-based violence, and improve women and girl’s education, SRH, livelihood, their active involvement and participation in governance, and reduce HIV Aids and its impact.
Sexual and gender-based violence (SGBV) is a key concern in Sierra Leone in all its forms, especially against women and girls, including domestic and intimate partner violence and early marriage. Programs and capacities of service providers and community structures are limited, as well as citizen’s and institutions information and sensitization.
Médicos del Mundo, MAND SALONE and the MGCA delegation collaborate closely to achieve the objectives of different programs carried out in Koinadugu. This collaboration aims to prevent and respond to gender-based-violence at all levels, as well as to strengthen coordination, ensuring the relevance of actions thanks to the vast knowledge of the local context.
These three partners have jointly identified the need to strengthen the participation of the various parties involved in prevention and response to gender violence, as well as to sustain inter-institutional coordination mechanisms and institutional reinforcement.
As part of the preparatory phase, a participatory process was launched to define and prioritize areas of work. It is within the framework of this phase that these ToR are defined.
The identification of a line of intervention will include a baseline study that will collect data on gender-based violence (including vulnerability and vulnerable groups) in the District of Koinadugu, key actors (public and CBO), existing prevention programs, mechanisms of response and will carry out an assessment of gaps and needs.
The objective is to help us guide our mission intervention on gender and gender-based violence with a human rights-based approach (HRBA) as well as a gender and an anthropological approach.
A national or international expert is required to perform this task, who will be offered a service contract. This document describes the objectives, main activities and tasks, expected products and results, methodology and schedule.
2. Objectives
· Conduct a baseline on gender equality, GbV data and opportunities/programs for survivors of gender-based violence -SGBV- the District of Koinadugu, integrating a HRBA, gender and anthropological approach.
· Identify multi-sector key actors (protection, health psychosocial, security, legal, etc.) in GbV (public and CBOs), existing prevention programs, mechanisms and protocols of response to GbV, sources of data, databases, data analysis systems, reports referral pathways, including an analysis on their efficacy and a SWOT (Strengths, Weaknesses, Opportunities and Threats), or similar methodology, and the identification of needs and local priorities for reinforcing prevention and response to GbV, including medical attention and psychosocial support.
· Identify and analyze barriers (gender, cultural and social, amongst them) that affect access to sexual and GbV response services for Rights Holders.
· Propose an intervention framework and activities to enhance prevention programs and response mechanisms, aligned to the mission and operational lines of the promoters and MdM. Some activities may include local capacity building (including staff training needs), sensitization, equipment and materials providing, rehabilitation works, improvement of protocols, procedures and coordination, definition of indicators and targets, a system to follow up and monitoring indicators, risks analysis, etc.
3. Geographic area of the study
District of Koinadugu, Sierra Leone.
4. Methodology **
· It must include a mixed of qualitative and quantitative techniques, as well as participation from Duty Bearers (Ministries, Family Support Unit of the National Police, amongst others), community CBOs, structures and networks, as well as Rights’ Holders.
· Integrate a HRBA, gender and anthropological approach.
· It must include the following techniques, amongst others:
ü Document analysis
ü Data collection
ü Survey.
ü Individual and group interviews
ü Anthropological observation
ü Consultation and teamwork with MdM and identified key local actors.
· The methodology must be shared with and validated in advance by the HQ MdM Sierra Leone team and MdM Sierra Leone General Coordinator.
· Language: English.
5. Expected products.
1. General analysis.
1.1. A preliminary report on GbV (data, statistics, information, institutions, etc.) with a gender and anthropological focus based on document analysis and available data, with focus on the District of Koinadugu, prior to the deployment to the field.
1.2. A report that includes:
· A compilation on existing legal provisions at national and regional levels and their real current application.
· A description of roles and responsibilities of all parties involved (public institutions, NGOs, CBOs, state actors, etc.) and their programs, mechanisms and protocols for prevention and response to GBV, including medical care and psychosocial support, and mechanisms of coordination among them. This part must contain a participatory analysis (SWOT), or similar methodology, on their effectiveness and barriers, from a sustainability and ownership perspective, and an identification of needs to fulfill their functions and increase quality and access. This exercise can be carried out through workshops, focus groups and semi-structured interviews.
· An analysis on effectiveness and barriers that affect the demand and access to gender based violence health services, with special attention to vulnerable groups. This analysis can be carried out through workshops, focus groups and semi-structured interviews, and must ensure Right Holders’ participation (assure gender balanced participation) and a HRBA, gender and anthropological approach. It must also contain an identification of local needs and priorities to reinforce prevention and a comprehensive and effective response to GBV.
2. Support to MANDSALONE
2.1. Preliminary Products
2.1.1. A participatory diagnosis of MANDSALONE on their evolution, current situation and future perspectives, with detail on the following areas:

Technical work: knowledge, approach, human resources, mobilization capacity, etc.

Organizational: structure, participation, resources, capacities, etc.

Strategy: evolution, vision for the future, plans, positioning, networking, lobbying, technical and economic sustainability, etc.
2.1.2. Participatory identification of priorities and needs.
2.1.3. An assessment of tools used and needed.
2.2. Final Products
2.2.1. A realistic and participated plan to reinforce MANDSALONE, in all areas (technical, organizational and strategic).
2.2.2. A Logical Framework with lines of action, results and activities to improve MANDSALONE’s programs and response on GBV in Koinadugu, with a Human Right-based, gender and anthropological Approach, aligned with the preliminary results obtained, as well as with local programs and priorities.
The activities may include the development of MANDSALONE capacities from a sustainability perspective, the improvement of protocols and procedures and reinforcement of coordination, among others. Target population, goals, SMART indicators and sources of verification must also be defined.
2.2.3. A workshop of, at least, 6 hours training for MANDSALONE staff based on the identified and validated needs, including Gender and GBV. The MdM team will also participate in the sessions.
2.2.4. A final report and presentation to MANDSALONE and MDM.
3. Support to Ministry of Gender and Children’s Affairs – MGCA delegation in Koinadugu
3.1. Preliminary Products
3.1.1. A participated diagnosis of MGCA delegation in Koinadugu, on their evolution, current situation and future perspectives, with detail on the following areas:

3.2.4. A final report and presentation to MGCA and MDM, accompanied by an executive summary.
IMPORTANT OBSERVATIONS:
Note 1: The final workplan and methodology must be shared and validated with Médicos del Mundo before the study begins. These should be submitted within 7 working days from the communication of the selected consultant and will be essential for the signature of the contract.
Note 2: All meetings and workshops for the identification of needs and local priorities with local authorities, organizations and communities, must be previously agreed and validated by MdM, who may be present during the work sessions.
Note 3: All products must involve active participation of key parties.
Note 4: All products must be submitted in word and pdf format, and in English.
Note 5: MdM, MGCA and MANDSALONE have the right to disseminate, use and share all information included in the products, reports, and supporting documents.
Note 6: All products will show MdM logo and the donor’s logo.

7. Estimated budget
The total budget for this contract is 112’000’000 (one hundred and twelve million leones) = 9.500 euro, including all expenses: research, taxes (IVA/VAT), travels and permit, vaccinations, medical test (PCR), accommodation, local transport, etc.
Médicos del Mundo considers at its sole discretion the possibility of covering the costs of meals for the participants in the workshops.
Médicos del Mundo will consider provision of accommodation for the consultant in Kabala.
MdM will not cover any additional expenses.
Payments will be arranged as follows:
ü A first payment of a maximum of 25% of the total amount upon signing the contract.
ü A second payment of a maximum of 45% of the total amount when products 1 (1.1. and 1.2.) have been delivered and validated by Medicos del Mundo.
ü A third and last payment, of a maximum of 30%m when all the rest of products have been delivered and validated by Medicos del Mundo, and final presentation to HQ carried out.
In the event of an interruption of services, whatever the cause, only the proportional part of the services provided will be paid.
The service provider must submit invoices for each of these payments.
8. Professional competences required from the consultant.
The professional, or team of professionals, must have consolidated and demonstrable training and experience in the following areas:

Gender based Violence and Health projects.

Participatory methodologies.

Elaboration of strategic plans.
-
Organizational reinforcement.
-
Working with public institutions.
-
Research, using qualitative and quantitative techniques.

Experience in International Cooperation and/or Humanitarian Aid interventions.

Human Rights, gender and anthropological approach.

Previous experience in Sierra Leone would be an asset.
9. Proposal
All proposals must include the following chapters in order to be considered:
· A methodological proposal and approach, including research techniques;
· A work plan and chronogram;
· A financial proposal;
· A CV of the person/s who will be involved, detailing previous experience as a researcher, and highlighting the most relevant to this call.
10. Criteria to evaluate proposals.
50% the curriculum and previous experience. 50% the technical proposal.
