TERMS OF REFERENCE FOR DESIGN AND SUPERVISION FOR THE CONSTRUCTION OF A DECENTRALISED FEACAL SLUDGE TREATMENT PLANT IN NYAMAGABE DISTRICT

1. Background

Water For People is an international, nongovernmental organization that exists to promote the development of reliable, high-quality drinking water and sanitation services, accessible to all, and sustained by strong communities, businesses, and governments.

Water For People and the Water and Sanitation Corporation (WASAC) have secured funds from United Nations World Food Program (UNWFP) Innovation Accelerator Program and United Nations High Commission for Refugees (UNHCR) to improve fecal sludge management in refugee camp and hosting communities and will partner with District of Nyamagabe to setting up a Decentralized Fecal Sludge Treatment Plant ‘’DEFAST’’ to improve fecal sludge management in Kigeme Refugee camp and Nyamagabe town and produce cooking briquettes and bio fertilizers from the treated sludge.

Water For People intends to work with the above mentioned partners to hire a qualified firm that will undertake the design and supervision of the construction works.

2. Scope of work and tasks

This assignment is expected to be completed in two phases.

Phase 1 is comprised of design of the facility and phase 2 will consist in the supervision of construction of the designed facility. The selection of the firm/company will take into consideration their ability to perform responsibilities under both phases, but the hired firm will complete activities for phase one but not necessarily be awarded contract for supervision of construction if judged otherwise by involved partners.

The selected firm/company will work closely with an assigned technical team from the partners that will follow-up the successful implementation of the project.

The hired firm will perform the following tasks:

Phase 1:

  • Undertake a baseline assessment to indicate the current status of fecal sludge management in Nyamagabe and a needs assessment of Nyamagabe urban area to estimate the amount of liquid waste and proper sizing of the DEFAST

  • Investigate properly the available proposed sites for the construction of the DEFAST or propose appropriate alternative site for the construction taking into consideration multi-criteria analysis

  • Undertake geotechnical investigations for the approved construction site and release laboratory results from a recognized geotechnical institution;

  • Undertake an Environmental and Social Impact Assessment (ESIA) for the selected site and seek for its approval by Rwanda Development Board (RDB);

  • Assess the technical and financial viability of the cooking briquettes and bio fertilizers versus the existing products.

  • Undertake a market assessment and financial feasibility of the DEFAST business model, test the community and user acceptance of cooking briquettes and bio fertilizers

  • Provide a detailed design of the DEFAST including sizing, material specifications, drawings, site layout, bills of quantities or any other output deemed necessary by the client;

  • Provide the calculation sheet with mass flow balance on each units of the DEFAST

  • Prepare the bidding document for selection of a contractor for the construction phase

  • Develop an operation manual of the designed and approved facility;

Phase 2:

  • Undertake the supervision of the construction of the DEFAST according to the approved design.

  • Undertake testing of the DEFAST facility performance based on the quality of output and ensure that the sludge and liquid effluent meet the National standards prior to final handover;

  • Provide regular report and inform partners on the progress of execution of works

  • Ensure that the contractor and the service provider from the district, Collect only toilet wastes (raw material) and take them to the DEFASTS

  • undertake the testing of the constructed facility to ensure proper functionality.

3. Expected outputs

  • Detailed design of the DEFAST including detailed drawings, site maps and layouts, material specifications, bill of quantities or any other output deemed necessary by the client;**

  • Fully functional facility constructed according to the approved design;**

  • Operation and Maintenance manual for operators;**

  • Environmental Impact Assessment (including water quality assessment of primary water sources up and downstream of DEFAST site) approved the Rwanda Development Board

  • Baseline assessment and a market assessment to understand the project viability of the DEFAST business model

  • Financial viability report of the DEFAST business model

  • Geotechnical investigations report for the approved construction site

4. Eligibility criteria

a. Company experience

The desired company/firm should meet the following criteria:

  • Have a minimum of at least three (3) years in design of civil works;

  • Have a minimum of at least five (5) years’ experience in supervision of civil works construction;

  • Have experience in construction of wastewater treatment plants;

  • Having designed a DEFAST would be an added advantage.

b. Team composition and required skills

The company/firm should have the following staff members:

  • Team leader: The team leader should hold a master’s degree in civil, Environmental or Sanitary Engineering with experience in the construction of DEFAST or other wastewater treatment plants preferably in Africa context. S/He should have had hands on at least two projects of design and construction of DEFAST or other wastewater treatment plants as a team leader; the Civil Engineer should be recognized by the Civil Engineer platform from country of origin.

  • Sanitary/Environmental Engineer: The engineer should hold at least a bachelor’s degree in Sanitary or Environmental Engineering with a minimum of three (3) years working experience in construction of DEFAST or other wastewater treatment plants as a sanitary engineer.

  • Financial analysis expert: Bachelor’s Degree in business development/management, social marketing, entrepreneurship development or other related disciplines. A postgraduate degree will be an added advantage; At least five years of experience in social and commercial marketing approaches, ideally with work in the water and sanitation sector; Experience in business modelling and financial forecasting

  • Environmental Expert: The expert should be qualified and recognized by Environmental platform from the country of origin to undertake EIA studies.

  • Field manager: The field manager should hold at least an advanced diploma in Civil Engineering/Construction with a minimum of two (2) years working experience.

5. Duration of the assignment

It is anticipated that design of the DEFAST should not exceed a period of two (2) months from the date of contract signature including review and validation of the work/ outputs. The duration for the supervision of construction should be indicated and negotiated during the signing of the contract for the construction phase.

6. Key deliverables

a. Phase 1

Phase 1 of the assignment comprises the design of the facility. The company should comply with the following conditions for phase one:

  • Submission of the bid documents including:

o Technical proposal describing the company/firm profile, methodology, the staff and a tentative implementation plan for both design and construction works;

o Financial proposal for the design of the DEFAST

Both bid documents should be submitted not later than 23rd October 2020

During the study phase the following is the timeframe for the expected deliverables:

  • Submission of inception report including a detailed work plan, an updated methodology, results of the geotechnical test, confirmation of construction site and progress of the assignment should be submitted within a maximum period of seven(7) calendar days after the signature of the contract;

  • Validation of the inception report should be done within 3 days after the reception of the mentioned report;

  • Addressing comments provided in the validation workshop of the inception report should be done within 3 days after the validation workshop of the inception report;

  • Submission of the Draft design report of the DEFAST, baseline assessment, market assessment, financial viability report and Environmental Impact Assessment report should be done within one month after approval of the inception report;

  • Addressing comments provided in the validation workshop of the draft design report should be done within 7 days after the validation workshop;

  • Submission of the final design report should be done within 1 week after the consulting firm has received all the comments from the client.

b. Phase 2

Phase 2 comprises of the supervision of construction of the designed DEFAST and the supervising firm should provide regular weekly reports to indicate progress on the ground and challenges faced and a final handover report at the end of the project.
