PEACE PROGRAM:

The Carter Center is recognized as a pioneer and leader in the field of election observation. It has monitored 113 elections in 39 countries, helping to ensure democratic elections that reflect the will of the people. When the Center first started observing elections in the late 1980s, the Cold War was ending and a wave of democratization was spreading globally. In the last 10 years, however, the trend toward greater democracy has plateaued, and citizens in many parts of the globe are now confronting challenges from authoritarian governments and narrowing political space.

Beyond elections, the Center seeks to deepen democracy by nurturing full citizen participation in public policy-making and by helping to establish government institutions that bolster the rule of law, fair administration of justice, access to information, and government transparency.

When democracy backslides or formal diplomacy fails, the Center offers conflict resolution expertise and has furthered avenues for peace in Africa, the Middle East, Latin America, and Asia.

SUMMARY:

The Data Analyst provides support for data management, analysis, and visualization for Conflict Resolution Program (CRP) projects. The Data Analyst utilizes standard software requirements and design practices to create data management systems that can document all aspects of conflict, and other necessary information for CRP projects. The position also supports project teams in the life cycle of data-related projects, including planning of data collection, structure of data, maintenance of data, and more. The Data Analyst liaises with Carter Center staff, including IT and project management, to build streamlined systems, address data management issues, and identify tools or methodologies that best support CRP’s work. The Data Analyst also interacts with external partners as needed. The Data Analyst will report to the Manager of the conflict mapping unit in the Syria team and work closely with other CRP project managers. Due to the travel locations, Hostile Environment Awareness Training (HEAT) may be required.

PREFERRED QUALIFICATIONS:

  • A bachelor’s degree and four years of related experience OR an equivalent
    combination of education, training, and experience.
  • Proficiency in coding (e.g. R, Python, or SQL) and experience with APIs and common business
    intelligence and data visualization tools.
  • Strong, demonstrated skills in writing and presentation of findings and analyses.
  • Experience working with conflict data, open source data, and unstructured information.
  • Experience with Azure environment preferred.
  • Familiarity with graph databases and/or network analysis a plus.

JOB DESCRIPTION:

  • Creates and maintains a data dictionary and meta data.
  • Supports efforts to ensure that data standards are developed and maintained.
  • Ensures that the uses of data through reports and queries are accurate.
  • Supports business and system re-engineering and architecture development to define future data needs.
  • Serves as an organizational consultant on matters relating to databases by providing expertise to assist users in meeting their needs.

MINIMUM QUALIFICATIONS:

  • Two years of experience in processes and standards related to data OR a bachelor’s degree.

NOTE: This role will be granted the opportunity to work from home temporarily during the COVID-19 pandemic, with intent to return to an Emory University location in the future. Emory reserves the right to change this status with notice to employee.
