The Impact of COVID-19 on Education in Jordan, NRC Consultancy

The proposed research fits within NRC’s research agenda on the impact of COVID-19 on different sectors, as well as an education research that NRC is undertaking aimed at increasing the knowledge of education actors operating in the country and in the region on the following education topics:
- Access and barriers to quality education for non-Syria refugee students in Jordan;
- Psychosocial support and social and emotional learning as key drivers for a positive school environment;
- Education pathways and academic preparedness in view of returns as a durable solution.
Duties and Responsibilities
This research will be mainly focused upon the double shift system, by targeting DSS in both camps and host communities, given that students and teachers in these schools traditionally faced more challenges than the single shift one. This latter will be considered as a comparative factor, enabling an appropriate analysis of the risks associated to COVID-19 on the double shift school system.
Specifically, the assignment aims to:
- Generate information on the emerging vulnerabilities among students and risks of COVID-19 on the double shift education system in Jordan;
- Provide practical and concrete recommendations to mitigate the identified negative risks in the short, medium and long term.
These specific objectives will be reached through a robust analysis structured around the following pillars: - Understanding the impact that COVID-19 had during the period of the lockdown and is currently having on students (aged 6 – 18 years old), families, schools and system governance. This specific component should be investigating NRC’s hypothesis regarding risks posed by COVID-19 by developing criteria to be used by the consultant to measure the impact of schools’ closures. In addition, the consultant should quantify any exacerbation of inequalities between DSS and Single Shift Schools (SSS) post school closures;
- Identifying protection concerns and vulnerabilities caused or exacerbated by COVID-19 of the different target groups;
- Detecting eventual positive coping mechanisms – which could be fostered – as well as necessary resources and skills to be developed in order to reduce future negative impact.
Under this component, the consultant should produce recommendations targeting a) additional remedial action required (including but not limited to a protection focus); b) medium-term changes reducing inequalities between DSS and SSS schools; c) longer-term changes to Jordan’s educational system per se, and d) changes in NRC’s existing program focus or modalities based on new challenges created by C-19 closure
Qualifications
· Experience in developing quantitative and qualitative researches
· Experience working in the education sector in Jordan·
. Experience in refugee/IDP/ humanitarian/transition contexts
· Experience working with humanitarian or development organizations
· Fluency in English, both written and verbal
· Fluency in Arabic, both written and verbal
· Relevant university qualifications
· A minimum of ten years of relevant professional experience
