1. Introduction

The Aga Khan Foundation (AKF) is an agency of the Aga Khan Development Network (AKDN), a group of private not-for profit, non-denominational international development agencies, institutions and programmes that work primarily in the poorest parts of Africa and Asia to improve the quality of life of communities in remote and resource poor areas. In East Africa, AKF works with partners to improve the quality of life by promoting and developing innovative solutions to challenges of development in Kenya, Tanzania, and Uganda. Reflecting the complex and multi-faceted nature of development, AKF programmes in the region encompasses education, health, Early Childhood Development, Rural Development and Civil Society Strengthening. AKF is seeking a consultant work as part of a diverse team of ECD, Education, adult learning, and Civil Society specialists to design, pilot, iterate, and complete a capacity development package for Civil Society Organisations to integrate learning through play into their Early Childhood Care and Education (ECCE) programming.

2. Background

The Aga Khan Foundation (AKF) is supporting the LEGO Foundation to develop tools to support organisations that implement Early Childhood Care and Education (ECCE) programmes in order to improve their systems-level capacity development efforts designed to strengthen opportunities for children to be learning through play as part of the LEGO Foundation’s Play Our Part initiative.

The initiative seeks to establish play as a required element of quality within ECCE centres and to mainstream early learning practices that reflect this view of quality and play. As part of this, the initiative is proposing a multi-year Capacity Building project in 2020 to enable the strengthening of learning through play knowledge, practices, and measurements to increase the quality of ECCE efforts operating at scale throughout East Africa. The focus will be on workforce development efforts and related factors that influence and enable the workforce to deliver quality learning through play experiences within a centre-based ECCE approach through an Organisational Diagnostic Assessment workshop for members of the organisation’s senior and technical staff as well as an ECCE Team Diagnostic Assessment workshop for the ECCE staff, which will be supported by developing 3 design manuals and 2 assessment frameworks.

3. Consultant scope of work

It is expected for the consultant or organisation to:

  • Develop three prototype designs for the LEGO Power of Play Organisational Diagnostic Assessment and ECCE Team Diagnostic Assessment workshops aligned to LEGO Foundation branding
  • Finalise an agreed design and develop the workshop materials based on this, including MS Word, MS PowerPoint, and MS Excel
  • Ensure all designs for the workshop materials are contextually relevant, gender sensitive and promote the power of play
  • Maintain and regularly submit accurate timesheets

4. Key deliverables

  • Finalised design documents for the Organisational Diagnostic Assessment and ECCE Team Diagnostic Assessment workshops (including a Facilitator Guide, presentation slide deck, assessment framework and scorecards for each workshop) in final and editable formats

5. Work PlanActivity and Deadline

  • Submit three prototype designs for both Facilitator Guides – 13th November 2020
  • Submit final draft design for both Facilitator Guides – 27th November 2020
  • Submit final draft design for all other materials for both workshops – 11th December 2020
  • Submit all final design documents – 18th December 2020
