Background Information

The UN Web Buy Plus team (UNWB) is part of UNOPS Shared Services Centre (SSC), which provides policy advice, operational support, and transactional services to UNOPS offices, and is responsible for the administrative support to HQ and Copenhagen-based personnel.

UN Web Buy Plus (www.unwebbuyplus.org) is UNOPS e-commerce solution for the humanitarian and development sector. Through UN Web Buy Plus, partners can access UNOPS procurement services for selected commodities based on Long Term Agreements. Through UN Web Buy Plus, UNOPS and partners procure an average of $80 million USD every year. The platform is constantly being updated with new functionalities.

The UN Web Buy Plus team is responsible for the UN Web Buy Plus services and for the development and maintenance of the system. The UN Web Buy Plus operations team is based in Copenhagen, from where it provides global procurement services through the UN Web Buy Plus platform, while the system development team is based in Bangkok.

UN Web Buy Plus has also played an important role during the response to the Covid-19 pandemic, by launching an emergency catalogue to display LTAs developed under emergency procedures.

We now need a dynamic professional to build up on the achievements of the UN Web Buy Plus team, and to support the growth and expansion of the service so that we can continue to serve our ultimate constituency – the people in need.

Under the leadership of the UNOPS Shared Services Centre Director, the UN Web Buy Plus Manager will be responsible for managing the UN Web Buy Plus team in coordination with other UNOPS units supporting UN Web Buy Plus, drive excellence and innovation, and ensure the future needs of UNOPS and its partners are met.

Functional Responsibilities

The core responsibilities for this position are:

1. Implementing set goals and objectives for growth**

  • Support and provide sound technical contributions to business development activities in coordination with the Partnerships and Liaison Group, and analyze business performance and trends
  • Promote the use of UN Web Buy Plus with UNOPS Regions and manage the list of items for mandatory procurement through the platform

  • Support the preparation of MoUs and agreements

2. Managing the team and providing support to day to day challenges related to the work of Case Officers

  • Ultimately responsible for the delivery of orders placed through the UN Web Buy Plus system.

  • Act as escalation point for Case Officers when facing issues with orders

  • Provide advice in terms of procurement and logistics to Case Officers

  • Ensure Case Officers provide good quality customer service

3. Support the expansion of UN Web Buy Plus catalogues and ensure that existing ones are available and relevant

  • Support the development of new LTAs with Category Management and/or other UNOPS units

  • Ensure dialogue with suppliers on issues related to UN Web Buy Plus

  • Ensure Supplier Performance is monitored and corrective actions are taken if required

  • Guide the preparation of SOPs

  • Supervise the Catalogue Administrator and support with the design of new catalogues

4. Build and maintain relationships with UN Web Buy Plus stakeholders

  • Account management for key clients and partners

  • Maintain and structure relationships with clients/partners/suppliers/freight forwarders

  • Participate in relevant internal and external events, conferences, etc.

5. Develop and deliver communications to internal and external stakeholders

6. Manage continuous improvement of the UN Web Buy Plus eCommerce solution

  • Keep updated with the latest eCommerce trends and technology to drive innovation

  • Manage the UN Web Buy Plus developer’s team to improve the eCommerce solution

  • Share the Product Owner role following the Agile methodology. Participate in sprint plannings, daily stand-ups and testing of the platform

  • Recommend user experience improvements through analytics, testing and user feedback to drive user satisfaction

7. Organize and coordinate operations in ways that ensure maximum quality and efficiency and ensure efficient and effective business processes

  • Ensure that the team has the adequate and suitable resources to complete its activities

  • Supervise the work of team members, and provide feedback and counsel to improve motivation and effectiveness

  • Collaborate with other key stakeholders within SSC and the wider UNOPS

Requirements

Education

  • A Master’s degree preferably in Business Administration, International Development, Engineering, Sales, Marketing or related field

  • A Bachelor’s degree with an extra 2 years of experience, could be accepted in lieu of a Master’s degree

Experience

  • With a Master’s degree, 5 years of relevant experience, preferably in procurement services, vendor management, marketing/communications, or customer relations in either public or private sector organizations is required

Additional requirements

  • Must have experience leading a team, preferably in multiple geographical locations

  • Desired experience developing business processes or as a Product Owner for system development

Languages

  • Fluency and proficiency in English is required

  • Working knowledge of French and/or Spanish will be considered a strong asset
