Across Southeast Asia, violent extremism poses a direct threat to peace and security and inclusive development by fueling intolerance, forcibly displacing communities, exacerbating cycles of insecurity and armed conflict, exploiting existing inequalities, obstructing human rights, and challenging the rule of law. The prevalence and form of violent extremism in Southeast Asia varies significantly from country to country, and responses must be carefully tailored to national contexts. In response to the growing risks of violent extremism in Southeast Asia, the United Nations Development Programme (UNDP) and the United Nations Office of Counter-Terrorism (UNOCT) have established a new partnership with the European Union’s Service for Foreign Policy Instruments for a joint multi-year project to prevent violent extremism in the region. This partnership builds on the networks, approaches, and expertise established during the first phase of an 18-month EU-UNDP PVE project, also implemented in Southeast Asia. The project’s second iteration brings on board UNOCT as a key partner to coordinate global and regional PVE efforts and to contribute with the delivery of technical assistance activities. Leveraging UNDP’s field presence and longstanding partnerships with multi-sectoral stakeholders and UNOCT’s coordination and capacity-building mandates, the project will work closely with government counterparts, community leaders, civil society organizations and relevant regional and international organizations. The project will play a key role in supporting states’ response to the pandemic and the threat of violent extremism that can lead to terrorism, and will also build and strengthen the resilience of at-risk communities. Given that the COVID-19 crisis’ social and economic impact could increase the conditions conducive to terrorism, this project will incorporate development approaches to preventing and countering violent extremism in order to respond to and mitigate such risks. Entitled “Preventing Violent Extremism through Promoting Tolerance and Respect for Diversity in Southeast Asia Phase II”, the project seeks to strengthen the ability of Southeast Asian countries in general, and participating countries in particular, to identify, respond to and prevent violent extremism. Participating countries include the Philippines, Indonesia, Malaysia and Thailand. This Project will deliver on the following outputs:
In the Philippines, the Project supported key initiatives related to promoting peaceful engagement and building community resilience to violence in partnership with both government and non-government actors. Collaboration with government counterparts include working with national government agencies, regional ministries and commissions and local government units. Non-government actors include academic institutions, civil society organizations, faith-based leaders, women mediators, and youth advocates. Under Output 2, the Project works to improve the knowledge base and to strengthen knowledge management regarding the factors affecting vulnerability and resilience to violent extremism. Building on partnerships and networks established during the Phase I implementation of the Project, a Community of Practice (CoP) is being supported towards strengthening knowledge sharing on evidence, good practices and lessons learned on PVE and Peacebuilding. To support the work of the Community of Practice, an Online Knowledge Management Platform will be developed, with the following objectives:
Towards this end, UNDP seeks to engage an Individual Consultant to assist in the design and development of the Online Knowledge Management Platform for the Community of Practice on Prevention of Violent Extremism and Peacebuilding in the Philippines.
GOVERNANCE AND ACCOUNTABILITY The Institutional Contractor will work under the overall guidance of the Peace Programme Team Leader and the Programme Analyst for this engagement. The contractor shall work in close coordination with the Project Team. The Peace Programme Team shall provide technical oversight on the implementation and service delivery of the service provider. The contractor is also expected to coordinate with the UNDP Cotabato Field Office. UNDP will monitor and coordinate with the contractor to ensure timely delivery of outputs. The Institutional Contractor shall: • Work closely with UNDP throughout the project; • Allocate the proper and needed skilled personnel and resources to carry out the project; • Appoint a focal person which UNDP will coordinate with throughout the project; • Report regularly to UNDP on the progress and results of the project; and, • Ensure timely implementation of activities and submission of deliverables, in accordance with the outputs and timelines specified in this TOR. UNDP, through the Peace Programme Team and EU-PVE II Project Team, shall: • Closely coordinate and monitor service delivery of the service provider; • Provide technical guidance/input where needed; • Provide certificates of acceptance for the outputs and deliverables of the contractor.
Duration of Work and Duty Station Duty station is home-based. The expected duration of the assignment is 85 person-days between December 2021 and June 2021, unless revised in a mutually agreed upon timetable between the Consultant and UNDP. In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government.

For the evaluation of the Technical Proposal, the selection of the successful consultant must be based on the following qualifications (with the appropriate obtainable points).
Only offerors who will obtain a minimum of 70 out of 100 obtainable points will be shortlisted and considered eligible for evaluation of the financial proposal.
