User Interface (UI) / User Experience (UX) design and Web Development Consultant for the Development of a Knowledge Management Platform

Background

Across Southeast Asia, violent extremism poses a direct threat to peace and security and inclusive development by fueling intolerance, forcibly displacing communities, exacerbating cycles of insecurity and armed conflict, exploiting existing inequalities, obstructing human rights, and challenging the rule of law. The prevalence and form of violent extremism in Southeast Asia varies significantly from country to country, and responses must be carefully tailored to national contexts.

In response to the growing risks of violent extremism in Southeast Asia, the United Nations Development Programme (UNDP) and the United Nations Office of Counter-Terrorism (UNOCT) have established a new partnership with the European Union’s Service for Foreign Policy Instruments for a joint multi-year project to prevent violent extremism in the region. This partnership builds on the networks, approaches, and expertise established during the first phase of an 18-month EU-UNDP PVE project, also implemented in Southeast Asia. The project’s second iteration brings on board UNOCT as a key partner to coordinate global and regional PVE efforts and to contribute with the delivery of technical assistance activities.

Leveraging UNDP’s field presence and longstanding partnerships with multi-sectoral stakeholders and UNOCT’s coordination and capacity-building mandates, the project will work closely with government counterparts, community leaders, civil society organizations and relevant regional and international organizations. The project will play a key role in supporting states’ response to the pandemic and the threat of violent extremism that can lead to terrorism, and will also build and strengthen the resilience of at-risk communities. Given that the COVID-19 crisis’ social and economic impact could increase the conditions conducive to terrorism, this project will incorporate development approaches to preventing and countering violent extremism in order to respond to and mitigate such risks.

Entitled “Preventing Violent Extremism through Promoting Tolerance and Respect for Diversity in Southeast Asia Phase II”, the project seeks to strengthen the ability of Southeast Asian countries in general, and participating countries in particular, to identify, respond to and prevent violent extremism. Participating countries include the Philippines, Indonesia, Malaysia and Thailand. This Project will deliver on the following outputs:

  • Output 1: Target countries have strengthened capacities to develop, coordinate and implement Action Plans on PCVE
  • Output 2: All stakeholders to PCVE are better informed and networked, and good practice is shared and facilitated on a regional basis
  • Output 3: Key communities more resilient to extremist narratives and processes of radicalization

In the Philippines, the Project supported key initiatives related to promoting peaceful engagement and building community resilience to violence in partnership with both government and non-government actors. Collaboration with government counterparts include working with national government agencies, regional ministries and commissions and local government units. Non-government actors include academic institutions, civil society organizations, faith-based leaders, women mediators, and youth advocates. Under Output 2, the Project works to improve the knowledge base and to strengthen knowledge management regarding the factors affecting vulnerability and resilience to violent extremism. Building on partnerships and networks established during the Phase I implementation of the Project, a Community of Practice (CoP) is being supported towards strengthening knowledge sharing on evidence, good practices and lessons learned on PVE and Peacebuilding. To support the work of the Community of Practice, an Online Knowledge Management Platform will be developed, with the following objectives:

  • Provide a convening space for sharing of information – evidence, good practices, lessons learned – on research and practice initiatives on PVE and Peacebuilding;
  • Help facilitate on-demand technical assistance on PVE and Peacebuilding, through research, trainings, and courses, for CoP members;
  • Serve as repository of knowledge products on PVE and Peacebuilding as developed by CoP members;
  • Help connect CoP members to opportunities for technical assistance as well as resource mobilization; and,
  • Provide platform for collaboration and convergence of PVE and Peacebuilding efforts across CoP members and other stakeholders towards enhancing relevance and effectiveness of these interventions and informing policy and programming in these areas.

Towards this end, UNDP seeks to engage an Individual Consultant to assist in the design and development of the Online Knowledge Management Platform for the Community of Practice on Prevention of Violent Extremism and Peacebuilding in the Philippines.

 

GOVERNANCE AND ACCOUNTABILITY

The Institutional Contractor will work under the overall guidance of the Peace Programme Team Leader and the Programme Analyst for this engagement. The contractor shall work in close coordination with the Project Team. The Peace Programme Team shall provide technical oversight on the implementation and service delivery of the service provider. The contractor is also expected to coordinate with the UNDP Cotabato Field Office.

UNDP will monitor and coordinate with the contractor to ensure timely delivery of outputs.

The Institutional Contractor shall:

•          Work closely with UNDP throughout the project;

•          Allocate the proper and needed skilled personnel and resources to carry out the project;

•          Appoint a focal person which UNDP will coordinate with throughout the project;

•          Report regularly to UNDP on the progress and results of the project; and,

•          Ensure timely implementation of activities and submission of deliverables, in accordance with the outputs and timelines specified in this TOR.

UNDP, through the Peace Programme Team and EU-PVE II Project Team, shall:

•          Closely coordinate and monitor service delivery of the service provider;

•          Provide technical guidance/input where needed;

•          Provide certificates of acceptance for the outputs and deliverables of the contractor.

 

Duration of Work and Duty Station

Duty station is home-based. The expected duration of the assignment is 85 person-days between December 2021 and June 2021, unless revised in a mutually agreed upon timetable between the Consultant and UNDP.

In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government.

 

Scope of Price Proposal and Schedule of Payment

The Consultant should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” all costs (subscriptions, tools, professional fees X number of person days, communications, etc.) that could possibly be incurred by the Consultant should be factored into the final amount submitted in the proposal. Travel, as deemed relevant by UNDP, will be arranged by UNDP, following UNDP Financial Rules and Regulations.

Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during contract duration.

  1. The contract price will be fixed output-based price. Any deviations from the output and timelines will be agreed upon between the Consultant and UNDP PH.
  2. Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the Team Leader of the Peace Team, prior to release of payments.

Duties and Responsibilities

Summary of Key Functions:

  1. Register a domain, set-up shared hosting and other related services.
  2. Design the UI/UX and facilitate consultations with project partners and stakeholders regarding design and functionalities of the online Knowledge Management Platform.
  3. Design the UI/UX and develop the Knowledge Management Platform (KMP) using available open-source Content Management Systems (CMS) (e.g., WordPress, etc.)
  4. Create the System Technical Documentation that describes the functional and non-functional requirements, capabilities, limitations, design, operation, and maintenance of a system.
  5. Conduct at least 3 capacity development trainings (online) for incoming administrators.
  6. Create written and video user guides for users of the online knowledge management platform on how to use the platform.

Topic: How to Use the Online KMP

  1. Load existing Peace Team knowledge base into the created Knowledge Management Platform.
  2. Perform administrator tasks for the duration of the contract.

1. Register a domain, set-up shared hosting and other related services inclusive of:

  • Domain registration – The KMP must have its own domain name and the registration should be taken care of by the IC. The length of domain registration/validation shall be determined in the inception meeting. The IC shall assign the domain’s registrants contact information to the partner who will take over the management of the KMP.
  • Hosting subscription – The IC will conduct an assessment and determine the best and reliable Web Hosting service available in the market that is suitable for the requirements of the KMP. The IC shall also subscribe on behalf of the partner who will take over and continue the subscription of the hosting service.
  • Website security with SSL, HTTPS, malware protection, intrusion detection and measures identified during the scoping process.- The IC will also take care of the SSL certificate registration of the server. The registration/validation of the SSL certificate shall be determined during the inception meeting with the partner and UNDP.

2. Design the UI/UX and facilitate consultations with project partners and stakeholders regarding design and functionalities of the online Knowledge Management Platform.

  • Lead the UI/UX design process and including usability testing
  • Validate initial use cases and proposed UX design through consultations with Community of Practice members.

3. Design the UI/UX and develop the Knowledge Management Platform (KMP) using available open-source Content Management Systems, focusing on achievement of the following results:

  • Design the information architecture of the KMP
  • Develop KMP using a Content Management System to be recommended by the IC
  • Conduct User Acceptance Testing with the Peace Team and project stakeholders
  • Communicate design approaches to a variety of technical and non-technical stakeholders effectively.

The KMP shall have the following key features:

  • Unimplemented features and possible future development
  • Administration and maintenance guide, including analytics for monitoring and evaluation of KMP usage and engagement

5. Conduct at least 3 (online) capacity development trainings for incoming administrators.  The trainings should cover

  • Administrator tasks – KMP processes and administrator tasks
  • Super administrator tasks – Network administration, system design, modification, future development

6. Create written and video user guides:

  • Guides for tasks of 3 non-administrator user groups – non-members, members and advisory board
