How can you make a difference?

The main purpose of this consultancy is to develop coordinated KM frameworks, including key approaches in COs, and support selected COs with the implementation of their KM work. The consultant will provide technical expertise to support COs in Bhutan, Nepal, Sri Lanka, and Pakistan to define the scope and strategy for the systematic integration of knowledge management practices in these COs and support them with initiating implementation. The outcome will strengthen the fulfilment of the accountability of UNICEF in SAR to:

  1. promote the use of coordinated KM approaches in the COs.
  2. knowledge capturing, exchange, use and dissemination.
  3. position the COs to support partners in KM.

The objective is not only to integrate KM into the programme cycle but also to systematically document experiences and specifically capture lessons learned. The KM frameworks developed will lay the foundation and create the enabling environment for COs to carry the functions of KM efficiently and effectively across all areas of work.

UNICEF ROSA is therefore seeking a consultant who can support this important agenda across the 4 country offices with a particular focus to the development of strategies, action/implementation plan and road maps. The KM consultant will work closely with the ROSA Knowledge Management Specialist.

Key Assignments/Tasks:

  1. Development of inception report with detailed outline of the steps and methodology to be followed. This includes review of current UNICEF SAR KM framework, Global KM strategy, draft KM strategies in COs and other KM products and tools provided. Key focus areas will include alignment with the global KM strategy and regional KM framework, the time and resources dedicated to KM in each country, proposed implementation plan and approach to roll out.
  2. Support Nepal, Pakistan, and Sri Lanka COs with the integration of KM in their CPD development process.
  3. Support development of KM Action Plan for Bhutan CO, KM Road Map for Pakistan CO and KM Strategy for Sri Lanka CO.
  4. Support Bhutan, Nepal, and Pakistan COs with the identification and selection of case studies to document and the standardization of correct templates and formats.
  5. Support Nepal CO with the establishment of a sustainable KM governance structure per the basic elements of KM indicated by the global KM strategy and the regional KM framework.
  6. Support Nepal CO to define and develop a KM implementation/action plan based on the global KM strategy and regional KM framework.
  7. Support Sri Lanka CO with the effective structuring of the ECM site.
  8. Support COs with application of KM principles to the creation of knowledge products to maximize their use by the target audiences.
  9. The final report, a webinar and PowerPoint presentation about the final KM strategies, action/implementation plans and road maps.

Working Mobality:

The consultant will be home-based. The consultant will provide her/his own computer and software required to complete the work activities outlined in this TOR. It is expected that the consultant has internet and can communicate with the Regional Office and Country Offices via Zoom, Teams, Skype, telephone or other communication devices. No travel is expected within the context of this assignment.

Minimum Requirements:

Education:

Master or Advanced university degree in Knowledge/Information Management, international development related disciplines with an information management background, or other related fields.

Work Experience:

At least eight years’ experience in the information and knowledge management field especially development of strategies including planning, design, preparation, and delivery of projects/programmes on information and knowledge management systems and workplans in large and complex organizations. Similar assignment(s) in SAR and/or other parts of the world; experience working with the UN and other international development organizations is an advantage; strong written and spoken communication skills; proven capacity to work in an international environment.

Competencies:

  • Applying technical expertise: Sound knowledge of knowledge management with specialization and experience in developing knowledge management strategies. Demonstrable conceptual analytical and evaluative skills, identifying and assessing issues, formulating options, making conclusions and recommendations.
  • Planning and organizing: Strong organizational skills, including ability to work with tight deadlines and handle multiple tasks concurrently. Ability to identify priority activities and assignments and adapt them to current needs as appropriate. Capacity to work independently with a high degree of responsibility and professionalism.
  • Communication: Ability to get consensus and collaboration across many sectors; ability to explain complex concepts, ability to generate enthusiasm; as well as communicate with all levels of staff. Demonstrated ability to write in a clear and concise manner and to communicate effectively orally. Ability to prepare reports, formulating positions on issues, articulating options concisely and conveying maximum necessary information, making and defending recommendations. Excellent writing and analytical skills, especially in synthesizing complex information for multiple audiences.
  • Relating and networking: Capacity to understand client’s needs and concerns and to customize services and products appropriately. Ability to find new and different options to solve problems or meet client needs.

Language Proficiency:

The candidate should be proficient in written and spoken English
