Main purpose of job:

JOPP is a UK government unit that builds relationships with other governments in the field of protective security, helping other governments to improve security against terrorist attacks, including how to be prepared if it were to happen – this forms part of the Protect & Prepare strands of the UK’s Counter-Terrorism Strategy (CONTEST). JOPP also seeks to increase the UK government’s understanding of local capability to help protect tourists, and then reduce risks by working collaboratively with host states to improve capabilities. The jobholder will identify opportunities to deploy UK expertise in the field of protective security in order to protect against and prepare for terrorist attacks.

Roles and responsibilities:

The primary responsibilities for this role include:

Coordinating between UK and Thai government representatives on protective security issues.

  • Develop and maintain an excellent network of contacts across central and local government, law enforcement and civil society across Thailand;
  • Identify opportunities to deploy UK security expertise, in line with UK and Thai government requirements.

Managing the UK government’s Protect & Prepare programme of activity for Thailand.

  • Lead the design and implementation of JOPP work in Thailand;
  • Programme management, including effective monitoring and evaluation of projects and budgets, in line with Foreign, Commonwealth and Development Office and Home Office best practice. 

Engaging key industry stakeholders on protective security issues.

  • Identify key industry stakeholders across Thailand e.g. hotels, tour companies, industry groups;
  • Present to and advise stakeholders (requires extensive and targeted travel within Thailand, with some regional travel);
  • Organise and support visits to Thailand by UK-based specialists e.g. for training events; 
  • Engage on other security issues, as required.

  • A high level of oral and written English skills.
  • Previous security experience (at least five years in a security-related role).
  • Previous presenting experience, including to large audiences.
  • Project and budget management skills and/or experience.
  • Strong organisational skills including attending to detail, keeping track of deadlines, and ability to manage own work with limited supervision.
  • Strong collaborative skills including professional and confident communication.
  • IT skills including in MS Office applications Word and Excel.
  • Language requirement: English (Fluent)

  • Prior experience of working with the UK or other governments, NGOs or similar organisations.
  • Knowledge of UK CT policies and architecture.
  • Experience of working on issues related to protective security.
  • UK security clearance to OFFICIAL-SENSITIVE or higher.
  • Thai language skills.

The British Embassy offers a competitive remuneration package, including salary (will be abated for those not liable to tax), benefits, a leave entitlement, Health Insurance and comprehensive development programme based upon business need and individual staff requirements. 

Length of contract: this is a project-funded position. Funding is in place until the end of the current financial year ending 31 March 2021, and is likely to receive funding for at least an additional 12 months.

The British Embassy Bangkok encourages all staff to develop their capabilities, through both formal training (courses) and informal (job-shadowing, coaching, on-the-job training etc). The majority of our formal L&D opportunities are drawn from FCDO resources. All staff are encouraged to share their skills and experience with colleagues, through informal training (‘lunch & learn’) or coaching/mentoring. All staff are eligible for 5 L&D days a year.

Working patterns:

Full time role (36 hours/week, Monday to Friday). Flexible working available (Embassy core hours are 1000-1600 Mon-Thurs and 1000-1300 Friday).

This role requires extensive travel across Thailand, with some regional travel.

In crisis/emergency situations work as required to support the Embassy response (sometimes on a shift pattern working unsociable hours).

This job is suitable for flexible working patterns, subject to operational requirements.
