The British Embassy in Rabat is seeking a hard working team player to take up the position of Counter Terrorism and Countering Violent Extremism Network (CTEN) Officer grade B3 (L). 

Main purpose of the job:

This position will form part of the UK’s enhancement of its security cooperation with Morocco on both Counter Terrorism (CT) and Countering Violent Extremism (CVE).  With UK security  specialists from across UK Government, the role will provide policy and programme support to the CTEN team in Rabat, working to ensure all activity is aligned with UK strategic aims and funded under the Counter Terrorism Programme Fund (CTPF).

The successful candidate will be a good team player who is adaptable, organised and a good communicator, able to engage with teams across the Embassy and with external contacts.

Main duties and responsibilities:

On taking up responsibilities, the successful candidate will:

  • Monitor, analyse and report on key developments in CT and CVE in Morocco, providing insights to inform CT/CVE programming.
  • Research to develop understanding of the drivers of radicalisation, as well as the motivations of violent extremists.
  • Management of projects funded under the CTPF, working with CTEN team in the development of CVE project bids.
  • Ensure that Rabat’s CTPF Programme meets strict programme management standards, including management of contracts and monitoring and evaluation of the projects.
  • Develop and manage constructive relationships with our stakeholders, including colleagues at British Embassies in the region as well as in the Foreign, Commonwealth and Development Office and Home Office in London, as well as prospective project implementers.
  • Any other business in support of the Embassy’s CT Team, including management if inward and outward visits and other logistical support to CTEN team over travel, event organisation etc.

The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required. The job description may be reviewed to meet changes in business needs.

  • High standard of spoken and written English (IELTS score of at least 7 or equivalent)
  • Bilingual level of spoken and written French
  • Able to communicate in Arabic
  • Previous experience of programme management
  • Excellent organisational skills and the ability to prioritise tasks and work to deadlines
  • Flexibility, creativity and ability to learn quickly and develop new skills
  • High standard of Microsoft excel and working knowledge of other Microsoft applications

  • Experience of working with an international development organisation
  • A good knowledge of Morocco’s geopolitical and social structures
  • A good understanding of Moroccan security structures (Ministry of Interior, DGAPR, DGSN, Gendarmerie, Forces Auxilliaries)
  • An understanding of Morocco’s approach to tackling terrorism and violent extremism
  • Experience of working with Civil Society Organisations

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of MAD 23,446 per month, inclusive of all allowances. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount. The package includes a good level of medical insurance, 21 days of annual leave per annum (on pro rata basis) plus 14 public holidays, access to on-site swimming pool, tennis court and gym facilities.

There are no other allowances payable as part of this package. No accommodation and relocation expenses are payable in connection with this position.

The contract will be for a full-time employment, on a fixed-term basis for one-year with a view for an extension, subject to 3 months probation period that can be extended up to 6 months.

Conditioned working hours for the position are 38 hours per week Monday to Friday. Normal office hours (Mon-Thu 0800-1615, Fri 0800-1300). We encourages flexible working, subject to operational need and line manager’s approval. Independent working will be tested as a competence in interviews.

The Embassy has a strong commitment to learning and development and all staff are required to agree a learning and development plan with their line manager.
