The British Embassy in Baghdad is seeking an individual for the position of Counter-Terrorism Programme Manager, Grade – B3 (L).

Objective:

The Job Holder will work closely with the Counter-Terrorism (CT) Officer and a wide range of internal and external stakeholders to provide and manage information related to the British Embassy’s CT programmes. The Job Holder will lead on financial reporting, as well as monitoring and evaluation of projects, with support from the CT Officer, to ensure programmes are delivered to standard, represent value for money, and are effective in advancing the UK’s strategic CT objectives for Iraq.  The Job Holder will lead on regular open-source reporting on, and analysis of, Daesh activity, Iraqi CT operations, and political developments in the Iraqi security sector. They will also provide support to the wider CT Team, assisting with translation, interpretation, and other ad-hoc tasks.

Main Duties and Responsibilities:

Programme Management (70%)

The Job Holder will support the CT Officer in managing the Counter-Terrorism Programme Fund, which covers a wide range of project activity relating to human rights-compliant detentions, investigations, and prosecutions, as well as preventing radicalisation. The job holder will work with the CT Officer to ensure that project finances are managed effectively, monitoring & evaluation is thorough, and that all activity contributes towards the UK’s strategic CT objectives.  The job holder will act as a point of contact for the programme, working closely with other Programme Managers across the Embassy, colleagues in London, and counterparts across the Middle East and Gulf Region. Day-to-day this will involve:

  • Tracking and forecasting spend, reporting this regularly to London.
  • Invoicing payments, ensuring timeliness and accuracy.
  • Scrutinising implementer budgets to ensure value for money.
  • Leading on procurement and contracting processes for new/renewed projects or suppliers, working closely with Commercial Directorate in London. This includes undertaking due diligence, preparing contracts and raising new purchase orders.
  • Authoring key programme documentation, including: programme documents, Theories of Change and Results Frameworks with support from the CT Officer.
  • Monitoring implementers to ensure delivery meets the required standards and fits with strategic aims.
  • Providing logistical support for programme activity as required.

Reporting (20%)

Drawing on open-source Arabic language media and information gleaned from the CT Team’s network of contacts, the Job Holder will produce weekly reporting on the Daesh threat picture, Iraqi CT operations, and any developments in the Iraqi security sector. The reporting will contain analysis of trends and highlight any recommended actions or implications for the CT Team’s/wider Embassy’s work.

Administrative/Other (10%)

The Job Holder will be expected to be flexible and perform ad hoc duties as required. These are likely to include:

  • Providing logistical support for incoming & outgoing official visits.
  • Acting as interpreter for CT Team/other Embassy staff at meetings, receptions and events. Interpretation and translation may include complicated and precise economic, political, and legal terms.
  • Providing support for wider Embassy activities as needed.
  • Occasional evening work for which time off in lieu would be granted.

 

Resources Managed:

  • £3.25 million (p.a.) CTPF Pursue funding.

Essential:

  • Fluent communication skills in English and Arabic language (both spoken and written).
  • Finance management experience – training in FCDO systems will be provided.
  • Contract management and/or commercial procurement experience – instruction in FCDO processes will be provided.
  • Advanced IT skills (Excel in particular, but also Outlook, Word, PowerPoint).
  • Some familiarity with the Iraqi security architecture.
  • Some experience of translating or interpreting between Arabic and English in a professional context.
  • High school qualification/s and relevant experience or a Bachelor’s degree.

Desirable:

  • Experience of monitoring and evaluation techniques (including results frameworks and theories of change).

Working Hours and Remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role, including up to 20 days of annual leave.

The role grade is B3 (L) grade, with a base salary of US$ 2,139 per month. This base salary is paid 13 times a year. In addition there is a security allowance of US$300 per month payable as part of this package. The allowance is subject to review and may be altered or withdrawn at any time. No accommodation and relocation expenses are payable in connection with this position.

This position is offered on a Full Time, Fixed term contract for 4.5 months. The desired start date for the successful candidate is mid-Nov and the contract ending on 31st March 2022. However this is an annual fixed term rolling contract, with possibility of renewal every March.

Conditioned working hours are 38 hours per week. Normal working hours are Sunday – Wednesday 0800–1600 and Thursday 0800-1400. There is flexibility for starting and leaving times as long as conditioned hours are completed.

The successful candidate will be subject to a 90 days probationary period.

  • We can obtain the appropriate level of local and UK security clearance for you.
  • You have (or be willing to obtain) the right to live and work in Iraq. Candidate’s residence permit and work permit, and the expense to obtain them, will be their own responsibility – the Embassy does not provide residence or work permits.
