Main purpose of job
This is a dynamic and highly collaborative role for an exceptional individual to join the Strategy Team in The Department for International Trade (DIT) China. Working closely with colleagues and stakeholders you will play a key analytical role in supporting the DIT China region (China & Hong Kong) achieve its objectives as articulated in the Regional Trade Plan, of which the over-arching ambitions are:
Objective 1 – Driving and inspiring UK exports to China, significantly increasing the UK market share of China’s goods imports, and more than double the value of UK services exports.
Objective 2 – Strengthened trade policy engagement with China to achieve incremental market access, mitigate business risk and prepare for future trade deals
Objective 3 – Broadening and deepening the UK-China investment partnership, positioning the UK as the top European destination for Chinese investment and providing strong support for UK investors.
Context
The Department for International Trade (DIT) operates in 108 countries. Establishing new relationships around the globe, DIT promotes British trade to ensure the UK takes advantage of the huge opportunities open to us, securing and improving economic well-being, stability, and helping to create tens of thousands of jobs.
DIT has one of the largest representations of the 18 government departments working in China, which are coordinated and led by Her Majesty’s Ambassador who is responsible for the UK’s relationship with China.
Her Majesty’s Trade Commissioner (HMTC) is responsible for Trade and Investment work in China, one of nine global regions and the largest DIT overseas network in the world. With c.190 staff across six posts – Beijing, Hong Kong, Shanghai, Guangzhou, Chongqing and Wuhan – DIT, as part of the UK government network in China offers a fast-paced place to work at the heart of UK-China Government relations.
Detail
Reporting to the Head of Business Analysis and Reporting, you will deliver and lead on data analysis within DIT. You will have a background in working on data analyses, data acquisition and other strategies that optimise statistical efficiency and quality.
You will take on the objective of supporting development and maintaining the structures needed for DIT’s data-driven approach to decision-making and reporting. You will support the design of best practices and systems that inform the work of other DIT teams and feed directly into senior leadership decision-making. You will rapidly understand the needs and requirements of the organisation and be able to collaborate across teams and departments to access the tools needed building a blueprint for data plan execution.
The successful candidate will have a focus on making the linkage between data integrity and real-life operational requirements. The role will also need flexibility, adapting to changes in data requirements as they happen and producing ad-hoc data products on demand, such as due diligence reports. He/she will be confident in engaging senior government officials across China and the UK regions.
Key Results to be Achieved:
Building on Data Management systems 40%
- Provide sector team support to guarantee quality of CRM data by devising mechanisms for supporting teams in inputting data in a timely manner, in line with best practices, and conduct quality control of existing datasets
- Responsible for the cleaning and analysis of all CRM export and investment datasets and the ongoing routines concerning the CRM’s maintenance
- Propose innovative ways of producing quarterly dashboards that combines performance data (CRM system) and macroeconomic data to identify opportunities and risks, with which to inform the SLT
Building on data analysis 40%
- Contribute to providing mechanisms for longer term analysis of export and FDI activity, with the ability to benchmark against other countries and explore potential for resource reallocation
- Propose ways to provide mechanisms for performance assessments to inform the senior leadership team on a monthly and quarterly basis
- Support work on setting up external contracts through transparent and fair government practice
- Support in providing the structure around ad-hoc sector-specific intelligence reports based on all existing datasets, identifying trends, risks and opportunities
- Suggest way to conduct planning for ad-hoc investor profiling and due diligence based on available datasets as well as open source information.
Network collaboration 20%
- Quickly foster a strong working relationship with DIT and the wider ‘One HMG Network’. Ensure relevant information, opportunities and best practice are understood and shared across the network
- Develop strategic relationships outside of the Consulate with related cross-cutting Chinese organisations
- Develop regional data to inform business engagement with the Yangtze River Delta region
- Support the consulate and HMG in cross-cutting commercial activity.
- Proven experience working with data or within a business consultancy firm
- Technical expertise regarding data models, database design development, data analysis and segmentation techniques
- Knowledge of statistics and experience using statistical packages
- Strong analytical skills with the ability to collect, organize, analyse, and disseminate significant amounts of information with attention to detail and accuracy
- Adept at queries, report writing and presenting findings with infographics.
- Language: English and Mandarin (Good to Excellent/Highly Proficient)
- Degree in Mathematics, Economics, Computer Science, Information Management or Statistics
- Experience working with CRM systems
- Experience in handling data analysis contracts with third parties
- Previous experience working in complex government organisations
- Experience of working with or within UK HMG and an established network
- Understanding of how government works

We offer a competitive package, which includes basic salary, good leave entitlement, and insurance plan, etc. The gross starting salary (before all deductions) for this position is CNY 18,630 /month for Mainland China Nationals and an abated monthly salary of CNY 25,798 /month for British Nationals and spouses/ partners (all nationalities) of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria.
We also offer excellent development opportunities and a 22-day annual leave entitlement in pro rata. Conditioned working hours is 35 hours/ week from Monday to Friday and flexible working can be arranged upon personal needs.
