The British Embassy in Tbilisi is part of a worldwide network, representing British political, economic and consular interests overseas and we are now looking for a CSSF Regional Project Officer.

The Regional Project Officer role will provide support for the UK’s Conflict, Stability and Security Fund (CSSF) Eastern Neighbourhood (EN) Programme to expand to enable it to flex and adapt to the changing operating context following events in the region arising from the impact of Covid-19. The Programme operates on a hub-and-spoke model, with a “hub” working from the British Embassy Tbilisi supporting project officers located in Georgia, Armenia, Azerbaijan, Belarus and Moldova.  

This position will be part of the regional “hub” in Tbilisi. The “hub” provides project management expertise to the region, reduces administrative burdens of country teams and designs and manages regional programming to deliver against country and programme strategic objectives. 

The Regional Project Officer/s will: 

  • Support the programme to design, adapt and deliver a portfolio of new regional and/or country-based projects flexed to better meet emerging needs and address the impact of C19;
  • Support the Programme to renew and strengthen a focus on Monitoring and Evaluation (M&E) to provide analytical inputs to inform decision-making and improve reporting as the programme adapts. 

The role offers the jobholder an opportunity to be part of a regional team during a period of change that provides new opportunities and challenges to shape how the UK delivers programming in the region.  The role offers an opportunity to develop project management skills and work on a range of important issues from peace building to capacity building of civil society and leveraging UK technical assistance for government reform programmes. Gender equality is at the heart of everything that we do, and the Programme delivers under the UK’s National Action Plan on Women, Peace and Security, offering an opportunity for the job-holder to help advance our approach in this vital area.

The role will support new and existing programming that seeks to address the drivers of instability and conflict across the region, supporting vulnerable people to overcome barriers to greater participation in society (political, social, economic and in peace-building) in areas where the UK can add best-value towards transformative change.  This includes programming through non-state actors in each of the countries of the Eastern Neighbourhood programme and work to identify and build capacity of government actors. It requires an understanding of the drivers of instability and how to address them through programmatic inputs.  A background in human development approaches would be desirable. This role will also support new and existing programming to develop technical and programmatic inputs to enhance security approaches across the region.  The role may include work to design new programming on security governance and addressing securitised narratives across the region or to address transnational threats. The role may further involve a focus on peace-building and supporting the capacity and approach of international actors on peace and conflict resolution.  The role will support new programming in Belarus and Azerbaijan, as well as across the region. The role will support the team on the UK’s response to the Nagorno-Karabakh conflict and work closely with the Regional Projects Officer (stability) in developing approaches. 

Candidates should be aware that the role is subject to change due to a wider organisational change process and the nature of the role requires flex and adaptability as issues emerge and responses are adapted.  It is also a new role designed to support the existing team with additional capacity linked to the enhanced workload in the region. The role will be subject to a review at the end of 2021.

Main duties and responsibilities: 

Project Design, Delivery and Management (45%)

  • Develop and manage a portfolio of projects (on either, or a combination, of stability or security).  This will include taking on and adapting existing projects and designing new projects.  That involves commissioning analysis and building up an evidence base to aid decision-making; generating ideas and ways forward; collaborating with partners and drawing in expertise to aid the development of the design and delivery of effective programming; ensuring compliance with all financial and procurement procedures; providing day to day management of projects, oversight and Monitoring and Evaluation and support to implementers;
  • Ensuring a strong approach to managing risk, value-for-money and gender and conflict sensitivity;
  • To support project delivery with wider activities such as event management, stakeholder engagement, communications and visibility and efficient administration.  

Regional portfolio M&E (35%)

  • Provide Quarterly Reporting of regional programming outputs and outcomes against expected in-country and programme-level objectives;
  • Lead on the development and improvement of monitoring and evaluation in the relevant thematic area (e.g. security or stability), including to support the development and implementation of new M&E tools and approaches. This requires a strong focus on building an evidence base and programmatic documentation including a Theory of Change and Results Framework to support programming. 

Project management expertise (10%)

  • To support the Programme Manager and wider Hub to develop project management services that support in-country teams.  Flex and adapt to provide resilience across the team, including working on other projects or work-streams as needs arise;
  • Administrative duties to support the effective operation of the Hub, including data management responsibilities.

Regional travel (as and when the Covid-19 situation allows) is part of the role. The job-holder is expected to be able to work across the region.

  • Full professional proficiency in English, including excellent writing skills (written and spoken, minimum of C1 level for CEFR framework*);
  • University degree, ideally in international relations or similar. 
  • At least 5 years of experience of project management. Experience of working in an international organisation, civil society in the relevant thematic areas;
  • Analytical skills and service delivery skills;
  • Strong administrative skills and experience of working in a team.

  • Previous experience working on peace and reconciliation, stability and security issues relevant to the role applied for.

This is a full-time, permanent position, 40 hours per week.

The gross monthly salary is 6,979 GEL (gross). Please note that staff members are responsible for paying any income tax and state pension contributions required by local law.

The successful candidate will be subject to a professional background check and security clearance.
