CSSF (Conflict, Stability and Security Fund)
Main purpose of job:
The Conflict, Stability and Security Fund (CSSF) provides development and security support to countries at risk of conflict or instability. The CSSF is a flexible fund, with an annual budget of approximately £1bn, which supports and delivers security, defence, peacekeeping, peace building and stability activity in over 70 countries using both Official Development Assistance (ODA) and non-ODA funding. Our CSSF Africa team is seeking a highly motivated and enthusiastic individual for the position of West Africa Monitoring Evaluation and Learning (MEL) Manager. This is an exciting and rewarding opportunity to support a wide variety of CSSF projects across West Africa to ensure we are able to measure impact and articulate the success we are achieving back to Whitehall and the wider public, both at home and abroad. The successful applicant will be experienced in working with implementers in fragile contexts and designing and delivering MEL systems for projects and programmes.
The role is based at the British High Commission Accra and it will involve working remotely with CSSF Programme Managers in the wider CSSF West Africa team. There will be the opportunity for the job holder to travel widely within West Africa (WA) to provide direct and practical support to the regional team. The jobholder will form part of a three-person MEL team, led by the CSSF Africa MEL lead, who will provide support and oversight.
Roles and responsibilities:
- Provide MEL leadership, support, and technical assistance to programme team colleagues and implementing partners across the West Africa region, working closely with the CSSF Africa MEL Lead to ensure quality MEL processes and products (Theories of Change (ToCs), Results Frameworks (RFs), MEL plans).
- Manage the WA MEL contract, ensuring compliance with requirements and standards and oversight of the supplier’s workplan to ensure effective delivery and performance, accountability, learning, and improvement, escalating issues when necessary to the CSSF Africa MEL lead.
- Support MEL capability strengthening through guidance, tools and standards, upskilling CSSF teams, and ensuring access to MEL knowledge resources. Help embed a culture of MEL across the WA portfolio.
- Work with the WA MEL supplier on the WA learning programme, with tailored learning sessions that address identified needs and strengthen the capability of programme teams.
- Coordinate Annual Reviews for WA programmes, including producing Terms of Reference, managing resourcing, and providing quality assurance
- Synthesise the recommendations of the Annual Reviews and work with PM’s to oversee their implementation.
- Support the portfolio to ensure it is compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout CSSF programmes, and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives.”
- Ensure feedback from monitoring and evaluation reports is communicated and acted on by implementing partners and relevant stakeholders in a timely manner.
- Strong oral and written communication skills in English.
- Minimum 8 years’ experience in developing and delivering MEL in the context of development, conflict or related programming.
- Expertise in developing monitoring, evaluation and learning systems in the context of development and/or conflict donor-funded interventions.
- Experience of facilitating ToC design processes and supporting the development of fit for purpose monitoring systems.
- Track record of providing capacity building and advice on MEL.
- Experience working with a range of stakeholders in a multicultural environment.
- Strong analytical, planning, time management and organisational skills.
- Highly organised and detail-oriented with excellent interpersonal skills and customer service experience.
- Good communication skills and ability to take initiatives.
- Proficient with Microsoft Office applications, especially those for some degree of remote working.
- Excellent team working skills.
- Experience of working with and managing commercial suppliers.
- Experience working with HMG in Africa.
- Experience, knowledge and interest in peace, conflict, and security issues in West Africa.
- Relevant post graduate qualifications (MEL, social research, development, conflict etc.)

Working hours are 35hrs within 0700-1800 hrs Monday-Friday (times to be agreed between line manager and job holder). Home/ remote working on occasion would be possible. Quarterly travel is anticipated (COVID rules dependent).
