The British Embassy in Baghdad is seeking an individual for the position of Development Policy Adviser – Economy and Private Sector, Grade – C4 (L).
Objective:
The British Embassy in Baghdad is looking for an experienced development policy officer to join our development team. This is a key role within the Embassy and will put you at the heart of decision making. You will be an expert on international development focussing on economic and financial issues in Iraq, developing a network of contacts, providing in-depth knowledge, and supporting the delivery of our development programmes (focused on economic reform and demographic transition).
The development team is the part of the British Embassy that provides core analysis to inform the UK’s development and economic work in Iraq. The UK’s objective in Baghdad is to help strengthen Iraq’s security, stability, economic sustainability, and tackle the underlying drivers of conflict.
Main Duties and Responsibilities:
This role will support the British Embassy’s work on international development and economic growth in Iraq by:
Monitoring, Reporting and Analysis: Closely follow international development issues in Iraq focussing on economic and financial factors, working independently to provide fast, insightful and concise analysis. Regular oral and written reports to update the UK Embassy and Ambassador, as well as teams in London, on key issues in relation to the economy. This will include fiscal and monetary policy; economic reform implementation; and public-private sector dialogue (working with the UK’s trade team where relevant). You will work closely with the British Consulate General Erbil to oversee economic issues in the Kurdistan Region of Iraq.
Networking: Engage, form and manage relationships with relevant ministries and actors (including the Finance, Planning and Health Ministries, the Prime Minister’s Office, the Central Bank of Iraq, the World Bank, the Development Fund for Iraq, civil society organisations working on private sector development, youth and women’s empowerment) to complement and build on existing embassy relationships making introductions enabling the UK to better understand economic policy and activity.
Policy development: Contribute to the development of UK policy and programming to support Iraq’s economy, including support to the Iraq Economic Contact Group, the Economic Reform Cell, the UK funded World Bank Trust Fund, Demographic Transition and technical assistance.

It means showing clarity of thought, setting priorities, analysing and using evidence to evaluate options before arriving at well-reasoned justifiable decisions.
Essential:
- Fluent communication skills in English and Arabic language (both spoken and written).
- Bachelor’s degree relevant to international development e.g. public policy, political science, economics, or public health or other related subject.
- Minimum three years’ work experience in a similar role.
- Strong understanding of Iraq’s economic situation.
- Strong team-working skills.
- Ability to work in fast-paced, high profile environments, and deliver to deadlines.
- Proficiency with Microsoft Office programmes.

Working Hours and Remuneration:
The Embassy aims to offer an attractive working environment and remuneration package for this role, including up to 20 days of annual leave.
The role grade is C4 (L) grade, with a base salary of US$ 3,130 per month. This base salary is paid 13 times a year.
In addition there is a security allowance of US$300 per month payable as part of this package. The allowance is subject to review and may be altered or withdrawn at any time. No accommodation and relocation expenses are payable in connection with this position.
This position is offered on a Full Time, Permanent basis.
Conditioned working hours are 38 hours per week. Normal working hours are Sunday – Wednesday 0800–1600 and Thursday 0800-1400. There is flexibility for starting and leaving times as long as conditioned hours are completed.
The successful candidate will be subject to a 90 days probationary period.

- We can obtain the appropriate level of local and UK security clearance for you.
- You have (or be willing to obtain) the right to live and work in Iraq. Candidate’s residence permit and work permit, and the expense to obtain them, will be their own responsibility – the Embassy does not provide residence or work permits.
