Main Purpose of Job
The British Embassy in Luanda is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for an Estates Manager.
Manage the operational delivery of estates, health and safety and procurement to ensure a safe and compliant platform for all staff. Supervise project works, maintenance and the arrivals and departures process. Manage Estate support staff, including outsourced resources.
Roles and responsibilities:
Estates Operations 50%
- Plan in advance and manage the day to day activity of the technical and support teams (including third parties), acting as the initial escalation and contact point for staff queries. Use clear and effective communication with team members, staff and third parties, particularly when giving instructions.
- Monitor corporate mailbox and liaise with Estates Assistance to programme work requests, maintaining a planned preventative works register and schedule.
- Focus on effective customer service, ensuring that the estates team is providing a professional service in line with the post corporate services charter. Introduce procedures to identify and implement continuous improvement in customer service.
- Supervise and sign-off projects, preventative and reactive works to UK standards.
- Deliver work packages, including technical drawings, contract documentation, as well as preparing and maintaining annual maintenance contracts.
- Request payments and monitor maintenance budgets with the Finance Officer, Corporate Services Manager, Technical Works Officer and Technical Works Supervisor.
Compliance 20%
- Ensure estates procurement is effectively managed and compliant with global policy, working with the Procurement Hub and CSM.
- Manage inventory and stock.
- Perform and document regular property inspections and hazard risk assessments for both residential and office in line with FCDO guidance.
- Responsible for updating and implementing the current system for replacing assets on a rolling basis and planning/implementing preventative and ad hoc maintenance
- Ensure estates systems and data are maintained and verified on a regular basis.
- Prepare for and respond to audit requests.
- Monitor energy and consumption and implement sustainability initiatives at post.
Health & Safety 20%
- Work closely with CSM to manage health & safety related issues, ensuring full compliance with UK legislation.
- Deliver health and safety policy implementation, training and standards.
Team Support 10%
- Assist other members of the Corporate Services team as required.
- Participate in post crisis activity.

- Ability to plan and communicate clearly

- UK Health and Safety knowledge
- Budget management skills and forecasting experience;
