The British Embassy in Rome is part of a worldwide network, representing British political, economic and consular interests overseas and is now looking for an European Affairs Officer.

The successful candidate will strengthen and reinforce our Economic, Social and Trade Policy (ESTP) team in Italy, overseeing policy and reporting on issues such as Customs, Agriculture, Transport, and aspects of EU/UK Withdrawal and Trade and Cooperation Agreements such as Border Readiness and citizens’ rights. The role-holder would also provide flexible support on economic and social policy and the “digital transformation” agenda.

The role-holder would work in collaboration with the wider ESTP team, other teams in the Rome Embassy and Milan Consulate-General, and Government Departments in the UK. The role-holder would be responsible for engaging Italian contacts on policy areas for which they are responsible, engaging on policy detail, reporting developments, and responding to commissions from London. They will support the team on a number of UK/EU dossiers, engaging with stakeholders in Rome and contributing to problem solving.   The job-holder would contribute to the planning of events, Parliamentary briefings, and visits across the Italy network This will be a collaborative and flexible role, with plenty of cross-team working and scope to develop and pursue ideas for influencing, analysis or public presentations. The policy content of the role may be adjusted over time, subject to business need.

Roles and Responsibilities:

Delivery: High quality reporting of policy developments in a number of areas not limited to Agriculture, Transport, Customs, UK/EU relations, citizens rights and Employment and Social Policy. Timely and well-written responses to requests from London.

Strategy: Contribute to team strategic planning of policy delivery and optimal use of project funds.   Align day to day work to the Italy network Country Business Plan, adapting to changes in priorities and international events

Communication: As required by the ESTP team, build solid rapport with key stakeholders in order to inform London stakeholders of Italian policy, and influence Italian contacts on UK priorities.

Personal: Self-starter, able to juggle competing priorities.   Demonstrate personal ambition for the ESTP team including the ability to maximise resource, introduce innovative ideas, demonstrate creative thinking and enhance capabilities leading to increased performance and effectiveness.

Corporate: Contribute to cross-cutting Embassy activities. Actively engage in corporate activities and initiatives in the Italy Network.

The role will require occasional travel within Italy, and to the UK when conditions allow.

  • Fluency in English and Italian both written and spoken, minimum C1 level according to the equivalent on Common European Framework or above.*

  • Proven EU/international policy skills.

  • Outstanding organisational skills.

  • Ability to build rapport at all levels internally and externally.

  • Strategic thinking.

  • Strong written skills, including presenting complex issues clearly.

  • Knowledge of EU issues and wider UK Government policy priorities.

  • Experience with and awareness of national Government or an international institution.

  • International work experience and background.

This is a full-time fixed-term position for 12 months with a possibility to extend up to another year if circumstances allow. Graded B3 (L) according to the FCDO grading structure. The monthly gross salary is € 2.929. The salary is paid monthly 14 times per year including € 10.33 EDR paid 13 times per year, with double salary payments in June and December. If working less than a full calendar year, the additional salary payments will be pro-rata.

This is an exciting, busy and varied job, with opportunities for in-country and regional travel (once COVID-19 restrictions allow). As the successful candidate, you will be a dynamic leader with good communication skills, able to engage credibly with senior people in order to represent interests of the Italy network and its people.

Working hours are 35 hrs per week. There is flexibility on how the hours are worked across the week although 4 or 5 days is preferable.

The appointment is subject to security clearance, professional background check and the successful completion of a 4 month probationary period.

All staff employed by the British Embassy are subject to Italian income tax (IRPEF). However the administration of these tax payments will vary depending on nationality.

The successful candidate will be enrolled in the Italian State Social Security Scheme. Staff recruited locally by the British Embassy in Rome are subject to terms and conditions of service according to local Italian employment law.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Italy and be prepared to ensure that right remains throughout the scope of the contract.
