Main purpose of job:

 

The British Embassy in Lima is looking for a talented, motivated and high performing Accountant / Finance specialist to manage the HR and Finance functions for the British Embassy in Lima, including managing the Embassy budget, providing clear, concise reports to senior management, as well as ensuring weekly payment batches are made accurately, including salary preparation and processing.

The jobholder will also be responsible for HR, working closely with the HR & Protocol Officer and with support from the HR Hub, to hire new staff, ensure performance evaluations are completed properly, as well as ensuring HR related tasks are completed.

The job holder may also be called upon to deputise for the Corporate Services Manager (CSM), and thus help oversee other core functions of the Corporate Services Team (CST), e.g. Security, IT, Estates, Transport and general Administration.

 

 

Roles and responsibilities / what will the jobholder be expected to achieve?

 

This is a highly responsible role at the heart of a multi-tasked team in the embassy. The wider team are responsible for not only HR and Finance, but also Security, IT, Estates, Transport and general admin, all paramount to the smooth running of the Embassy. The jobholder will not only manage the HR and Finance functions, but also be actively involved in the wider running of the corporate services team, together with the CSM who maintains overall responsibility.

 

The jobholder will manage the Embassy budget, across three core currencies (PEN, USD, and GBP), ensuring senior management are kept up to date on budget performance and expected outturn at all times, as well as complicated monthly salary payments, weekly payment batches, coordinating devolved budgets with a host of Other Government Departments who work from the Embassy, and manage two cash boxes (PEN and USD).

 

In addition, the jobholder will manage the HR function in the Embassy, working closely with the HR officer in Lima, and the regional HR Hub in Washington and be responsible for the smooth recruitment of new staff and procedures for departing staff among other HR Activities, as well as general Administration activities.

 

The jobholder will report directly to the CSM but will also work closely with the deputy Ambassador and Ambassador.

 

A strong network of contacts in British Embassies in the region will be essential for delivery. The jobholder will also need to build strong links with the payments team in London, the Finance Hub in Mexico, the HR Hub in Washington, as well as local contacts such as our local bank, legal firm, and other key local suppliers.

 

 

 

Finance Processes 70%

 

·       Lead on budget and forecast management.

·       Lead on procurement processes and supplier management.

·       Ensure accurate and timely payments to local suppliers.

·       Provide strategic budget performance advice to senior Embassy management.

 

Operational HR Management 20%

 

·       Lead on local HR policy, employment terms and conditions.

·       Ensure global HR policies and local laws are followed.

·       Manage HR & Protocol officer.

 

General Administration & Team Support 10%

 

·       Support other members of the corporate services team as required, helping them carry out admin support functions.

·       Deputise for Corporate Services Manager when needed.

 

 

Essential on arrival:

At least 3 years Financial and / or HR experience, as well as experience in managing people.

Resilient; able to deal with pressure and work flexibly to deal with competing demands.

Fluent written and spoken English and Spanish is a necessity.

Desirable:

Experience in change management.
