Main purpose of job:
Under the direct supervision of the Head of Corporate Services, the incumbent is responsible for full management & oversight of all finance, budgeting, accounting, and procurement functions for the British Network in Brazil, spread across 5 different posts. To lead a small but efficient team of 4 staff.
Roles and responsibilities / what will the jobholder be expected to achieve?:
1. Manage, control and analyse annual resource and capital budgets, including updating ERP system with budget information, allocating cost centres and forecasting monthly and annual expenditure.
2. Develop annual plans across all admin and payroll budgets, managing all stages of the budget cycle. Prepare and present budget and financial reports to different audiences, including London colleagues, Section Budget Holders and to the Brazil Board of Management.
3. Support local senior management in the Financial & Business Planning process, aligning resources more efficiently towards Network objectives. Lead on the preparation and presentation of the Network Dashboards, the quarterly strategic report to the Brazil Board of Management, consolidating foreign policy KPIs, risk management, budget performance, and HR data. Contribute to the development of the FCDO’s Delivery Framework locally.
4. Supervise the Purchase-to-Pay process, overseeing the local procurement & contract management functions, ensuring that invoices, payment requests and payroll are processed correctly in the ERP system, and managing cash funding for the bank accounts.
5. Support network teams, Regional Hub and the Global Transaction Processing Centre UK (GTPC) on consolidated, regionalised and self-service finance and P2P processes, resolving issues and ensuring process problems do not reoccur, following SLA agreements. Build and maintain effective working relationships with all London departments and network teams.
6. Lead on the implementation of the One HMG MOU, ensuring all partners on the platform adhere to the SLAs and Corporate Services charter. Process change control requests for changes in headcount, accurately capturing marginal costs and ensuring budget uplifts are allocated in a timely manner.
7. Lead Network returns on Internal Audit and on the Annual Consolidated Certificate of Assurance (ACCA), liaising with key internal stakeholders in ensuring audit recommendations are being implemented, and that proper assurances are provided for senior sign-off.
8. Consult with and provide guidance and support to senior managers and staff on all finance-related matters. Ensure that finance and procurement guidelines, policies, rules and regulations are developed strategically, and that they are fully understood and correctly applied, contributing to the Value for Money (VfM) culture at post.
9. Line manage an A2(L) Finance Analyst and an A1(L) Finance Assistant, setting SMART objectives, managing performance and conducting performance reviews.
10. Assist and support other corporate service teams as and when required during leave periods and operational pressures.
Essential on arrival:
1. Excellent analytical and data processing skills.
2. Professional Finance, Admin and/or Procurement qualifications, with completed university degree in Business Administration, Accounting or similar.
3. Previous experience working in the finance/procurement field for a medium to large international organisation.
4. Experience in managing budgets in an ERP system.
5. Excellent interpersonal, negotiation, and IT skills, especially with Microsoft Excel. Very dynamic and proactive, result oriented, with excellent customer focus skills. Self-starter, confident and can-do-attitude.
6. Presentation skills. Ability to communicate effectively technical subjects to different non-expert audiences.
Desirable:
1. Postgraduate degree in Accounting, Business, Finance or similar.
2. Previous supervisor/line management experience.
