The British Embassy in Dushanbe is part of a worldwide network, representing British political, economic and consular interests overseas and is now looking for a Governance Programme Manager to work with the regional FCDO development team.
The FCDO leads the UK’s global efforts to end extreme poverty, deliver the Global Goals for Sustainable Development and tackle a wide range of global development challenges. In Central Asia, we aim to develop more open and integrated economies, strengthen governance institutions, and reduce vulnerability to internal and external threats.
The successful candidate will be joining the local Embassy team and the regional Central Asia development and programme team working to deliver governance, climate and economic development programmes in Central Asia. The job holder will report to the Governance Adviser in Dushanbe, countersigned by the Deputy Development Director and Governance Team leader in Bishkek.
Main Duties and Responsibilities:
- Programme management of the FCDO’s new flagship effective governance for economic development (EGED) programme in Tajikistan, including monitoring of in-country progress, ensuring programme compliance with corporate standards and procedures, and implementing partner management across the region during inception and implementation;
- Programme management of the regional FCDO UNDP climate policy programme in Kyrgyzstan, Tajikistan and Uzbekistan; and support to other climate policy and programme efforts in Tajikistan;
- Support the development team to foster relevant partnerships and relationships with government, civil society, and development partners in Tajikistan, in particular related to governance, and climate (including policy dialogue, donor coordination and other platforms);
- Support to future programme plans on peace building activities (scope to be confirmed);
- Programme Management support across other programmes and teams, as appropriate;
- Liaise with and support regional and centrally managed FCDO development programmes implemented in Tajikistan, including regional programmes and multilateral spend. This will include support to Annual Reviews, and monitoring of partners;
- Engage with and support British Embassy Dushanbe campaigns, including on governance and climate;
- Liaise with British Embassies across the region, and other HMG government partners, to ensure alignment and programme delivery is consistent with UK objectives for Central Asia;
- Effective communication, including written and spoken fluency in English, Russian and Tajik and ability to adapt communication style to different situations (C1 level, according to CEFR*);
- Ideally a minimum of four years of relevant work experience, including evidence of programme and project management, financial management, and engaging with stakeholders in the government or contractors in the private sector;
- Preferably at least four years of programme management experience in the private sector, government or NGO sector;
- Knowledge of financial procedures and budgeting mechanisms;
- Willingness and desire for continual learning and development;
- Strong analytical and judgement skills;
- Ability and willingness to work effectively and flexibly;
- A self-starter that can work well both individually and in a team;
- Excellent organisational skills;
- IT skills, including use of MS Word, Excel, PowerPoint and Outlook.
- Experience working on governance reform and peacebuilding programmes and/or climate programmes;
- Working in an international environment.

This position is a full-time 12 months fixed-term contract, with possibility of renewal.
The successful candidate, will be subject to confirmation of a professional background check and security clearance.
