Main purpose of job:

The Second Cities team drives the Embassy’s outreach efforts in Jakarta, West Java, East Java and Bali, with Batam likely to join the portfolio later this year.  The jobholder will manage the Jakarta and Bali based outreach officers (and Batam in due course), helping them to refresh and deliver on their regional strategies.  During the head of Second Cities absence, the deputy will be provide leadership and management cover.  The deputy will also provide expert advice on the development of smart cities and use of technology in both the UK and Indonesia.  They will also be responsible for measuring the team’s impact and sharing it with stakeholders.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Strategy Development & Delivery: (20%): To work with the Jakarta and Bali outreach managers, and our key partners, to create strong sub-national engagement strategies that deliver on cross-embassy objectives.  To ensure these strategies significantly ramp up our work in both locations, and fit cohesively with our wider Second Cities work.  To oversee the six-monthly Board and Working group meetings, ensuring that senior colleagues are presented with high quality information to make decisions and actions are followed up.

Policy Expertise (20%): To provide expert policy advice on the latest Smart Cities, digital and tech developments in both Indonesia and the UK.  Through expert discussions with stakeholders, to deliver a significant increase in collaboration in these sectors between the UK and our regional Indonesian stakeholders.

Impact Analysis & Evaluation (15%): To develop a baseline analysis and then monitor the impact of our outreach work against this, producing a quarterly report/infographic that can be used to inform stakeholders and guide our longer term strategic decision making.

Partnership development (15%): To take personal ownership of our relationship with the British Council and to ensure we have a comprehensive and up-to-date understanding of the wider work of teams across the embassy.  To draw linkages across these different activities so that we can provide high quality support to all our key partners and maximise our impact in all the regions.

Deputising (10%): To provide cover for the head of team during periods of absence, including representing the team at any relevant internal and external meetings as necessary.

Line Management (10%): To line manage the Jakarta and Bali outreach managers, ensuring that all FCO policies and local law is strictly adhered, and to foster a culture of learning and development within the whole team, including by devising a team L&D strategy.

Corporate (5%): To support the work of the wider corporate work embassy, including by taking on a specific role, e.g. health and safety officer, fire safety officer, etc.  To take an interest in their own personal development and undertake appropriate learning as required.  To provide effective oversight of the section’s budget to ensure it is monitored and managed appropriately.

Crisis Support (5%): To work with colleagues at the Embassy in advance of and during our response to a crisis, e.g. natural disaster. 

The successful candidate would be offered a fixed term contract for 12 months initially, with the possibility of renewal for future years.

Learning and development opportunities (and any specific training courses to be completed):

  • 70% of learning will be on the job delivering what is required.
  • 20% will be learning from colleagues currently doing the job, e.g. induction at the British Embassy in Jakarta, job shadowing our second cities officer in Surabaya, etc.
  • 10% will be undertaking formal training, either through the Embassy’s Learning & Development Committee or through the FCO’s Diplomatic Academy e-learning programmes (e.g. understanding the UK module).

Working patterns: Mon (07:30-16:00) – Friday (07:30-13:00)

If the job is suitable for flexible working patterns, please provide details: The job can support flexible working patterns as long as the needs of the Embassy are met, e.g. during a visit from the Ambassador. Core hours are 09:00-11:00 and 14:00-16:00; outside these hours, we can be flexible as long as the required 39.5 hours (excluding lunch breaks) are met.

There will be the requirement to travel occasionally to Bali and possibly Batam. Opportunities to accompany visiting delegations to the UK are also possible. Appointment is based on completing the necessary security clearances.

  • Proven manager of teams and individuals
  • Stakeholder management and business development experience, ideally with local government
  • An understanding of the UK and Indonesian tech scene, including smart cities.
  • Language: English (required) and Bahasa Indonesia (preferable but not essential)
  • Level of language required:  Fluent in written and spoken English (native speaker preferable)

  • Understanding of UK expertise in business and education
  • Understanding of Indonesian local government
  • Understanding of Indonesia’s economic development (e.g. infrastructure)
