The British Embassy, based in Brussels, Belgium, is part of a world-wide network of 230 Diplomatic Posts, representing British political, economic and consular interests overseas. We are now looking to recruit a Market Access Adviser for the Department for International Trade (DIT).
This role will support UK, Belgian and Luxembourg businesses to understand the terms of trade following the UK’s departure from the EU, and make the most of trade opportunities between the UK and EU countries. The successful candidate will work closely with the Trade Policy Officers, the Market Access Hub and their country teams to address enquiries and issues raised by businesses looking to trade between the UK and Belgium or Luxembourg, investigating, understanding and explaining the rules where barriers to trade are encountered, and proposing actions to remove these barriers where applicable and appropriate.
Main duties and responsibilities:

Answer business enquiries received directly in country or via the Market Access Centre about the terms of trade between the UK and their market, investigating the rules or procedures involved in any issue, and explaining these.

Work closely with the Market Access Centre, other Market Access Officers and economic teams to build knowledge about trade rules across the EU and in specific Member States/non-EU countries, and contribute to developing regional advice.

Identify longer-term trade barriers from enquiries, investigate potential solutions, and as appropriate escalate these to the Trade Policy Officers or Country Directors, as well as the Bilateral Relations Team in London, to include these in local and regional strategic and country plans, and work together to resolve them.

Monitor and report on regulatory developments and the business environment in country, scan for potential barriers to trade (e.g. through proposed or new legislation or procedures), and assess impact on UK business interests.

Support Trade Policy Officers, Country Directors or wider FCDO teams on market access work as required, including commercial dialogues, Ministerial visits, business outreach and engagement, as necessary, ensuring a coordinated approach across HM Government.

Encourage businesses where appropriate to explore further opportunities for growth working with country trade teams and the Trade Hub.

Support the development of market access expertise across all embassy teams.

Contribute to wider DIT and Embassy objectives.
There will also be tasks specific to the country position, which are at the discretion of the Country Director.
The successful candidate will need to be able to understand and interpret complex detail from EU and national laws and procedures, be a good communicator to explain these to businesses as well as to other colleagues, and enjoy working closely and collaboratively with a wider range of stakeholders in country teams, regionally and with London.

Full professional proficiency in English, French and Dutch including excellent writing skills (written and spoken, minimum of C1 level for CEFR framework*);

Relevant experience working with international business;

Demonstrable analytical skills, the ability to make sense of complex information.

Experience working with the host country’s trade rules;

Some previous or relevant experience of trade policy and market access issues;

Some previous experience, or interest in, working on European affairs.

This is a one year fixed term contract with possibility of renewal, full-time for 5 working days (36.25 hours net) per week. The monthly gross salary for this position is € 4,243.29, B3 level. In addition, we offer an extensive salary package, which includes a 13th month, luncheon vouchers, pension scheme , optional hospitalisation insurance (subject to monthly employee contribution), reimbursement of public transport and a lot more. We offer more days of annual leave than the Belgian requirements.
Please note that Belgian nationals will be paid their salary gross and are expected to comply with their tax obligations through completion of a tax return to the Belgian authorities. Non-Belgian nationals will receive their salary net, minus the deduction of an equivalent level of Belgian tax retained at source. Further information on this will be given to candidates during the recruitment process.
Staff recruited locally by the British Diplomatic Missions in Belgium are subject to Terms and Conditions of Service according to local Belgian employment law.
The successful candidates will be subject to professional background checks and security clearance.
Passport: officers are expected to be in possession of a passport due to the possibility that they may be asked to undertake business travel.
Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Belgium and be prepared to ensure that right remains throughout the scope of the contract.
